Job Description and Duties

Come join a fast-paced, supportive team of engineers, scientists, and programmers, working to reduce greenhouse gas and criteria pollutant emissions from heavy-duty trucks.

The Strategic Planning and Development section is responsible for assessing emission control technology and helping craft CARB's strategy for reducing greenhouse gas, criteria, and toxic air pollutant emissions from heavy duty vehicles. The new ART II will play an important role in expanding California's heavy-duty inspection/maintenance (I/M) program to ensure heavy duty vehicles continue to operate in the field with low criteria pollutant emission levels. The successful candidate will assist in gathering and analyzing data, and supporting the regulatory amendment process as needed. Tasks may include researching various technologies and strategies, including information on the effectiveness and cost of various technologies, the practices of truck fleets and manufacturers, and the characteristics of programs aimed at reducing air pollution, improving fuel consumption, and ensuring the timely repair of malfunctioning trucks emitting excess emissions.

The ART II may be asked to summarize and analyze data and information, perform calculations, and write and edit correspondence and reports, as well as answer questions from stakeholders affected by CARB's regulations and respond to information requests from the public. The ART I will work closely with and build professional relationships with other CARB teams and external agencies to support the program’s implementation. Administrative tasks may include clerical work such as preparing handouts, arranging meeting logistics, and providing other administrative support to their manager, Staff Air Pollution Specialists, Air Pollution Specialists, and Air Resources Engineers. The ART I will be able to represent the program at outreach events to educate stakeholders on the regulation and answer questions on compliance requirements.

The successful candidate will have strong communication, organizational, and critical thinking skills, as well as possess resourcefulness, perseverance, and be a quick learner and hard worker.

Knowledge of basic air pollution control, internal combustion engine operation, on-board diagnostics, and California's air pollution control regulatory process is desirable. Background or experience with vehicular inspection and maintenance programs would also be a plus. The successful candidate will have demonstrated the ability to analyze large data sets, use code/script to streamline processes, use Excel and/or SQL, synthesize and report information using Word and PowerPoint, and defend data and conclusions. They will also have the ability to conduct themselves professionally in the workplace and work predictable hours with reliable attendance.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement does not reflect the 3 percent reduction in pay.
