Job summary

City and County of San Francisco is seeking a Senior Project Manager in GovOps to lead procurement reform and cross‑department initiatives that modernize how the City buys goods and services. This role focuses on policy, data, technology, and performance, guiding complex projects from strategy through implementation.

The successful candidate will supervise staff, coordinate with multiple agencies, and leverage emerging technologies to improve efficiency, transparency, and supplier experience

Qualifications

• Seven years of full‑time analytical work in budgets, contracts, policy, or related functions.
• Graduate degree may substitute for one year of required experience.
• Experience leading cross‑functional projects from strategy through implementation.
• Strong written and verbal communication across policy and technical teams.

Responsibilities

• Lead City procurement and policy reform initiatives, including governance and reform activities.
• Guide technology and data modernization projects within GovOps.
• Manage cross‑department collaboration with OCA, CMD, and other City partners.
• Design and implement eProcurement and related improvements with risk management.
• Supervise and develop staff in data, performance, and systems functions.
• Establish governance, workplans, and performance measures for complex initiatives.
