Job summary

Hybrid work with 3 days onsite and 2 days remote is required, and candidates must be able to obtain a Public Trust clearance. This critical role supports government programs and guards mission-critical systems.

Qualifications

• This role requires 8+ years in engineering management with 3+ years as a second-line manager.
• Experience scaling 75+ personnel in a matrixed environment.
• Expertise in workforce planning, headcount forecasting, and organizational design.
• Knowledge of budgeting, labor cost forecasting, and capacity management.
• US citizenship and ability to obtain a Public Trust clearance.

Responsibilities

• Serve as second-line engineering manager for an ART of ~110 personnel, directly supervising 4–6 People Managers.
• Own workforce planning, organizational design, and skill-mix optimization for the ART.
• Drive staffing decisions, requisition development, and candidate governance.
• Manage talent pipeline, bench strength, succession depth, and critical-skill coverage.
• Oversee career development and performance management across the ART.
• Coordinate resource strategy across ART boundaries to balance workload and skills.
• Partner with the RTE and ART Product Manager on capacity planning and priorities.
• Own headcount budget and labor forecasting, coordinating with program finance.
