Job summary

Leidos is seeking an Engineering Program Manager (EPM) to join the Air Traffic Business Area, supporting the L-CAP platform. As a second-line engineering manager, you will lead an Agile Release Train of about 110 engineers and oversee People Managers, workforce planning, and talent strategy.

The role emphasizes AI-first development, modern practices, and government program work requiring a Public Trust. Hybrid work with 3 onsite days to one of the listed locations.

Qualifications

• Bachelor’s degree in engineering or related field required.
• 8+ years of engineering management experience with 3+ years as a second-line manager.
• Experience scaling teams of 75+ through matrixed organizations.
• Experience with workforce planning, headcount forecasting, and design for skill mix.

Responsibilities

• Serve as second-line engineering manager for an ART of ~110 personnel and 4–6 People Managers.
• Own workforce planning, organizational design, and skill-mix optimization for the ART.
• Drive staffing decisions and candidate governance; manage bench strength and succession.
• Oversee performance management, recognition, and equitable evaluations across teams.
• Coordinate resource strategy and capacity planning across ART boundaries.
