Job summary

City of Fort Worth seeks a Housing Development Manager to oversee the Affordable Housing Bond Program funded with federal and local resources. The role requires steering project planning, underwriting, and coordinating with developers, lenders, and city staff to deliver voter-approved affordable housing investments.

The position manages complex financing strategies across HOME, CDBG, LIHTC and related programs, ensuring on-schedule delivery, adherence to budgets, and long-term program success

Qualifications

  • Bachelor’s degree in a relevant field as listed in minimum qualifications.
  • Five (5) years of real estate development or community development experience, including two (2) years in management and administrative responsibility.
  • Valid Texas Driver's License.

Responsibilities

  • Lead implementation of the City’s Affordable Housing Bond Program, including policy development and program administration.
  • Manage the City’s affordable housing bond portfolio to keep projects on schedule and within budget.
  • Underwrite multifamily and single-family affordable housing developments using bond proceeds with HOME, CDBG, LIHTC and other funding.
  • Review proposals, negotiate funding agreements and recommend financial assistance to maximize affordable housing production.
  • Monitor expenditures, milestones, affordability requirements, construction progress and long-term compliance.
  • Prepare recommendations and presentations for City Council and senior leadership.
  • Coordinate with developers, lenders, architects, engineers, legal counsel and City departments.
  • Develop policies, dashboards and performance metrics to monitor the program and report to leadership.

Education

Bachelor’s degree in Public Administration, Business Administration, Business Finance, Real Estate, Economics, Planning or related field
