The role involves developing service plans with community referrals, coordinating with licensing, law enforcement, and other agencies, and delivering court-ready documentation and advocacy.

Qualifications

  • Bachelor's degree in a human services field or equivalent with 2 years related experience.
  • Must have a current and valid driver’s license.
  • Virginia Supreme Court Certification in Family Mediation for Family Mediation Unit (if applicable).
  • Experience in investigations and crisis intervention.

Responsibilities

  • Accept referrals for investigations of abuse, neglect, and exploitation of adults.
  • Conduct face-to-face interviews with victims, perpetrators, and collateral contacts.
  • Complete UAI, service plans, safety plans and coordinate with providers.
  • Prepare court documents and testify in court proceedings.
  • Provide emergency intervention and client advocacy; liaise with agencies.

Apply now to join an organization where you truly make a difference.Job Duties and Preferred Qualifications:The City of Virginia Beach Department of Human Services Adult and Aging Program is seeking an experienced Family Services Specialist I. The candidate will complete intake assessment for Adult Protective Services report; Investigate Adult Protective Services referrals within policy requirements; Assess client’s risk factors, physical and psychological capacity with the Uniform Assessment Instrument (UAI) to determine client’s service and related financial needs; develop an appropriate service plan, referrals and community resources; gather, interpret and apply interview and related investigative information to accurately assess and direct client to services and resources.Duties:Accept referrals for investigations of allegations of abuse, neglect, and /or exploitation of adults that meet criteria for a valid report.Assigned standard cases that may not have more than one type of alleged abuse, neglect, or exploitationAssigned cases that may not have multiple alleged perpetrators.Assigned both regular and emergency cases.Conduct investigations in community, licensed residential settings, licensed group homes, licensed day programs, and unlicensed residential settings.Conduct face to face interviews with alleged victims, alleged perpetrators, and other collateral contacts.Collect and evaluate relevant information to make decisions related to investigation, services and outcomes.Complete documentation and casework within required timeframes based on local and/or state guidelines.Assess vulnerable adult's cognition, physical, mental, and functional abilities.Coordinate and collaborate with appropriate licensing agencies, law enforcement agencies, legal entities, contractors/providers, Physicians, hospitals, and numerous community agencies, in order to provide services to vulnerable adults.Provide emergency intervention support to adult by contacting emergency services, crisis intervention team, recognizing criteria for temporary detention order to remove adults from environments when imminent danger is determined to be present.Provide client advocacy, as well as consultation, networking, family support and crisis intervention.Complete Universal Assessment Instrument (UAI), service plans, safety plans based on client’s needs.Prepare court documents and testify in court proceedings.Schedule: Monday - Friday 8:30am - 5:00pmAnd here's the exciting part - the selected candidate will qualify for a $3,000 hiring bonus!Hiring bonuses shall only be for new hires of original employment or reemployment as defined in Human Resources Policy No. 5.0.$500 will be awarded in the first paycheck.$1,000 will be awarded upon completion of the six (6) month interim performance evaluation with an overall rating of “Meets Expectations”.$1,500 will be awarded upon completion of the employee’s one (1) year probationary period and a performance evaluation with an overall rating of “Meets Expectations”.Preferences:Experience conducting investigations.Experience working with older and disabled adults.Experience providing crisis intervention.Experience with formal documentation of client visits.Experience assessing risk factors to include the environment, health and safety of an individual.Experience managing a caseload.Knowledge of community resources.The City offers a generous benefits package, which includes health, dental and life insurance, retirement and savings plans, maternity/paternity and parental leave, holidays and Paid Leave.Additional requirements:• DMV Transcript: Yes• CDL: No• Drug & Alcohol Clearinghouse: No• CPS Check: Yes• Physical: No• Respirator: No• Psychological Screening: No• Polygraph: No• At Will: NoMinimum Requirements:Minimum Qualifications: Must possess a minimum of a Bachelors degree in a human services field (social work, counseling, gerontology, guidance and counseling, family and child development, psychology, or sociology); or possess a Bachelors degree in any field accompanied by a minimum of two (2) years related experience in a human services area. Must have a current and valid driver’s license. Special Requirements: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
