Qualifications

  • Minimum seven (7) years supporting ADP Workforce Management, payroll, HR, or workforce management systems.
  • Minimum three (3) years in large ERP/HCM/payroll implementations.
  • Experience with payroll regulations and public-sector workforce practices.
  • Strong cross-functional collaboration with HR, Payroll, Finance, and IT.
  • Authorized to work in the United States; able to pass background check.

Responsibilities

  • Provide subject matter expertise for ADP Workforce Management and related processes.
  • Review and validate payroll, workforce management, and timekeeping configurations.
  • Ensure payroll requirements are represented in design and implementation.
  • Support process improvement and data validation activities.
  • Coordinate data conversion and validation tasks for workforce data.
  • Support payroll-related integrations with upstream and downstream systems.
  • Assist with regulatory compliance reviews and payroll controls.
  • Develop and execute testing strategies including payroll validation and UAT.
  • Identify risks and dependencies; coordinate mitigation with stakeholders.
  • Collaborate with HR, Payroll, Finance, IT and departmental teams.

The ADP Workforce Specialist serves as the primary subject matter expert for all ADP Workforce-related processes and functionality throughout the ERP implementation. This role provides guidance on payroll, time and attendance, workforce management, and HR operational processes to ensure the solution is configured and deployed in alignment with City requirements, collective bargaining obligations, regulatory requirements, and industry best practices.
The ADP Workforce Specialist collaborates with the System Integrator (SI), Functional Leads, Human Resources, Payroll, Finance, and departmental stakeholders to validate requirements, review configurations, support testing activities, and ensure payroll readiness throughout the implementation lifecycle. The role also assists with data validation, integration coordination, issue resolution, and organizational readiness activities to support a successful transition to operations.

Requirements

Key Responsibilities

  • Provide subject matter expertise for ADP Workforce Management functionality and related business processes.
  • Review and validate payroll, workforce management, and timekeeping configurations.
  • Ensure workforce and payroll requirements are accurately represented throughout design and implementation activities.
  • Support business process reviews and recommend opportunities for process improvement.
  • Coordinate workforce-related data conversion and validation activities.
  • Review and support payroll-related integrations with upstream and downstream systems.
  • Assist with regulatory compliance reviews and payroll controls.
  • Support development and execution of testing strategies, including payroll validation and UAT.
  • Identify workforce-related risks, issues, and dependencies and coordinate mitigation activities.
  • Collaborate with stakeholders across HR, Payroll, Finance, and departmental teams.
  • Support development of workforce-related training materials and end-user documentation.
  • Participate in cutover planning and payroll readiness assessments.
  • Provide go-live and post-go-live stabilization support.

Minimum Qualifications

  • Bachelor's degree in Human Resources, Business Administration, Information Systems, Accounting, Public Administration, or a related field.
  • Minimum seven (7) years of experience supporting ADP Workforce Management, payroll, human resources, or workforce management systems.
  • Minimum three (3) years of experience participating in large-scale ERP, HCM, payroll, or workforce management implementations.
  • Demonstrated experience supporting payroll processing, timekeeping, scheduling, labor management, and workforce administration functions.
  • Experience supporting system testing, data validation, and user acceptance testing activities.
  • Strong understanding of payroll regulations, workforce compliance requirements, and public-sector workforce practices.
  • Experience working with cross-functional stakeholders including HR, Payroll, Finance, and IT teams.
  • Excellent analytical, communication, and problem-solving skills.

Preferred Qualifications

  • PMP or similar project/program management certification
  • Workday certifications or equivalent implementation experience
  • Experience with workforce software implementations
