Job summary

The North Carolina Department of Health and Human Services (DHHS) is seeking a Human Services Program Manager I to oversee Adoption Services, guardianship, and related program implementation. The role emphasizes leadership within the Permanency Planning Section and coordination with the chief and executive team.

Responsibilities include contract management, policy guidance dissemination, and staff supervision of program consultants in a federally funded, state-wide setting.

Qualifications

• Child welfare program management experience in adoptions or foster care.
• Experience with adoption policies, federal and state laws, and Title IV-E.
• Ability to access, manipulate and analyze data for program planning and reporting.
• Demonstrated knowledge of government business processes and operations.

Responsibilities

• Oversee Adoption Services and guardianship programs.
• Manage contracts, monitoring, and post-adoption services.
• Lead program consultants and administrative staff.
• Represent the section on the leadership team and align efforts with priorities.
