The purpose of this position is to establish and maintain systems that are effective and efficient to
operate the facility in a manner to safely meet residents’ needs in compliance with federal, state and
local requirements. To establish and maintain systems that are effective and efficient to operate the
facility in a financially sound manner. The purpose of the position is also to ensure that the facility
remains compliant with all policies & procedures as stated, including but not limited to operational,
clinical, financial and integrity.
1. Operate and manage the facility in accordance with the established policies and procedures of
the governing body in compliance with federal, state and local regulations.
2. Ensure compliance with written policies regarding responsibilities and activities of individuals
employed or acquired under arrangement.
3. Establish and/or maintain and comply with systems to enforce the facility policies and
procedures.
4. Establish and/or maintain and comply with operating procedures for physician responsibilities.
5. Act as liaison to the governing body for the medical, nursing and other professional staffs and
all facility departments.
6. Prepare all reports required by Supervisor and/or managing entity.
7. Establish and/or maintain and comply with written personnel policies and individual job
descriptions.
8. Supervise all department supervisors and administrative staff.
9. Supervise the recruitment, employment, performance, evaluation, promotion and discharge of
all staff.
10. Assume responsibility with department supervisors to implement effective policies to assure
adequate staffing to meet facility needs.
11. Be responsible for all financial transactions for the facility.
12. Supervise the confidentiality and safe storage of current and closed resident records,
personnel records and physical plant records with regulatory requirements.
13. Cooperate with the accounting and purchasing departments to ensure the proper disbursement
of money, as needed, and the proper recording of such transactions.
14. Ensure that all necessary supplies are purchased and available for the facility and residents.
15. Participate in the scheduling, planning and procuring of materials and information for staff
meetings and in-service education programs.
16. Develop relationships with community agencies providing services of benefit to the facility.
17. Develop one-to-one relationships with residents and families.
18. Arrange with appropriate state and legal agencies for the guardianship of those residents in
need.
19. Assume responsibility for notifying appropriate state and local agencies of the transfer, temporary or permanent discharge, or death of any resident receiving Medicaid funds.
20. Inform appropriate agencies of changes in facility personnel, as required.
21. Arbitrate complaints and disputes concerning residents, families or personnel.
22. Assume responsibility for reviewing and evaluating all recommendations of the facility’s
committees and consultants.
23. Assume responsibility for ensuring that equipment is in operating order.
24. Interpret all federal, state and local regulations for the facility staff.
25. Establish and/or maintain and comply with systems to ensure compliance with all federal, state
and local regulations.
26. Act as liaison between the facility, resident and regulatory and resident advocacy agencies.
27. Observe infection control procedures.
28. Follow Residents’ Rights policies at all times.
29. Adhere to all facility policies & procedures and ensure they are adhered to by all responsible
parties and carry out disciplinary action for non-compliance as appropriate.
30. Ensure adherence to the Corporate Integrity Program and the Performance Expectations at all
times.
31. Perform other related duties as directed by the President and/or person of authority.
EDUCATION AND EXPERIENCE
Bachelor’s Degree in Health Care Administration, Business Administration or related field required.
Valid license/certification as a Nursing Home Administrator required. Minimum of 1 year experience
operating as a Licensed Nursing Home Administrator preferred.
LICENSURE, REGISTRATION, COMPLIANCE CHECKS AND/OR CERTIFICATION
Licensed as a Nursing Home Administrator in the State of Ohio required. Successfully complete &/or
comply with all required background checks to include but not limited to: Ohio BCI&I fingerprint
analysis, FBI (if applicable) fingerprint analysis, Nurse Aide Registry, HHS/OIG list of Excluded
Individuals/Entities (LEIE) & Ohio Medicaid Provider Exclusion and Suspension List.
RESPONSIBILITY FOR PATIENT CARE
Provide services based on physician orders. Communicate physician, patient and family needs with
the appropriate caregivers.
COMPUTER
Intermediate to advanced personal computer skills including electronic mail, routine database activity
and word processing is expected.
LEADERSHIP RESPONSIBILITIES
Responsible for the direction and management of all processes and employee within the facility and
is expected display responsibility for the overall growth and management of the facility.
RESPONSIBILITY FOR CONFIDENTIAL MATTERS
Works regularly with some information such as medical records or reports, financial reports,
information on computer screens or other electronic devices, and records that are restricted to
specific persons. Must comply with confidentiality policy.
