Introduction

The Maryland Department of Labor (MD Labor), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of Administrator IV (UI Lead Data Analyst). This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

The Lead Data Analyst provides advanced analytical support to the Division of Unemployment Insurance (UI) by performing complex data analysis, reporting, and dashboard development that informs program operations, federal reporting, and performance management. The position serves as a technical specialist who supports cross-unit data projects, ensures data accuracy and consistency, and contributes to the improvement of UI data processes, tools, and reporting standards. Working under the direction of the Chief Data Officer (CDO) and in partnership with program, IT, and vendor teams, the Senior Data Analyst applies advanced analytical methods to produce actionable insights, enhance data quality practices, and support system modernization and data integration activities. This role leads and provides subject-matter expertise and coordination on assigned analytical projects that support UI program effectiveness, integrity efforts, and operational decision-making.

Position Duties
  • Data analysis & modeling - Monitor program performance metrics and assist in root cause analysis on data tracking errors to support continuous improvement efforts. Develops descriptive, predictive, and prescriptive models to support workload forecasting, fraud detection, and performance improvement.
  • Data reporting & visualization : Communicate findings compellingly and visually through dashboards, reports, and scorecards for different audiences using data visualization solutions (Power BI, QuickSight, etc).
  • Data quality, governance & documentation - conducts data validation, reconciliation, documentation, and quality reviews for the various UI datasets.
  • System modernization & data integration support - leads assigned data-related tasks for UI modernization efforts.
  • Project leadership & cross-divisional collaboration - serve as project lead for assigned data initiatives.
Minimum Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes
  • Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
  • Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
Selective Qualifications
  • One (1) year of experience with large-scale, longitudinal data analysis.
  • One (1) year of experience with statistical software such as SAS, SPSS, R, or Python.
  • Six (6) months of experience with data visualization tools such as Power BI, Amazon QuickSight, or similar.
Desired Or Preferred Qualifications
  • Master's Degree in a relevant field (Statistics, Data Science, Information Systems, or related field) with a minimum of nine credit hours or the equivalent graduate credit in theoretical or applied statistics.
  • Experience creating reports and analyzing data trends.
  • Experience applying quality improvement methodologies to support program goals and compliance.
  • Professional certification in Data Management, Governance, or Information Security (e.g., DAMA CDMP, CIPP, CISSP).
  • Experience With UI System Or USDOL ETA Reporting Requirements.
  • Experience with Maryland State Government data systems, policies, and cybersecurity standards.
  • Experience using AI-assisted analytics tools to support automation, documentation, anomaly detection, or enhanced data analysis.
Licenses, Registrations and Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Special Requirements

Personnel employed in this classification will have access to federal tax information and must undergo a state and FBI criminal background check as a condition of employment.

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MD Labor/DUI) to determine whether any monies are owed to MD Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
