Job description

This position is located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Medical Center, in the Nutrition and Food Service (N&FS) department. The primary purpose of this position is to serve as the Administrative Officer (AO) for Nutrition and Food Service (N&FS) and is responsible for the Nutrition & Food Service administrative programs.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/24/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:

Specialized Experience:

You must have one year of specialized experience equivalent to at least the next lower grade of GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to...comprehensive knowledge of VA and N&FS policies and procedures, to include goals and objectives of various program elements to insure the effective operation of Nutrition & Food Services and the adherence to Medical Center Management programs; knowledge and skill in operating within a network of personal computers and other related equipment such as shared multifunction devices and printers; knowledge of office automation programs such as work processing spreadsheet, graphics, desk top publishing; knowledge of statistical analysis and trending in order to prepare reports, information and recommendations based on analyses of the data to management; knowledge and ability to make mathematical computations and knowledge of Fiscal procedures required to prepare data for the end of year reports; a broad knowledge of procedures concerning personnel administration and a practical knowledge of the operations, regulations, principles and peculiarities applicable to the assigned responsibilities; must be thoroughly familiar with timecard procedures to accurately prepare timecards for submission and input in the computer; knowledge of timekeeping procedures in handling problems concerning holiday pay, overtime, unscheduled hours and all types of extended leave situations for Nutrition & Food Service staff; ability to communicate orally and in writing with co-workers, patients, vendors, Medical Center staff, etc., in accomplishing the work of the service; must demonstrate courtesy, diplomacy and respect; knowledge and ability to prepare memorandums to other departments and services; the use of grammar, spelling, punctuation, and established formats is necessary to recognize and correct errors in correspondence and reports; and skill in organizing and prioritizing own work area.

Applicants may also qualify for this position at the GS-09 level based on their education. Applicants must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

OR, Combination:

Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate degree level.

Preferred Experience:

Experience in food service, knowledge of food service equipment, and/or culinary degree/experience is preferred.
