Job description

Full-time position available with the Health Department, Community and Family Health Education Division, located at 2400 Troost Ave.

Salary Range: $4,619-$6,928/month

Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m.

Responsibilities

The Administrative Officer is a professional, highly responsible position that splits time between:

  1. Managing the Regional Health Prosperity Zone Leads (RHPZL) program
  2. Leading research & data-analysis efforts that inform strategy across the Community & Family Health Education (CFHE) division.

The role oversees contracts and budgets, coordinates regional and community leads, designs data-collection systems, and translates findings into actionable recommendations for healthier, more equitable neighborhoods. Weekend shifts may be required for large outreach events, and regular travel within the city is expected to conduct site visits and partner meetings.

Key Duties & Responsibilities
  • Coordinates three Regional Leads and their community-lead sub-grantees.
  • Monitors scopes of work, budgets, invoices, and compliance.
  • Ensures required training (Trauma-Informed Care, Public Health 101, Community Toolbox, Data Collection) are completed and documented.
  • Compiles monthly and 30-60-90-day progress reports, presentations, and key-metric summaries (residents reached, knowledge-gain percentages, etc.).
  • Plans and facilitates quarterly zone-lead meetings and other stakeholder sessions.
  • Serves as primary liaison between CFHE, contractors, and community partners.
  • Conducts operational, fiscal, statistical, and personnel studies to improve CFHE efficiency.
  • Prepares and administers divisional budgets and operating procedures.
  • Designs and maintains data-collection tools.
  • Analyzes health-outcome, program-performance, and community-survey data.
  • Creates dashboards and written reports for leadership and public audiences.
  • Drafts policies, forms, manuals, and SOPs that standardize research and administrative workflows across CFHE programs.
  • Responds to public inquiries and complaints.
  • Represents the department at internal/external meetings and community events.
  • Flexible to work evenings/weekends for community health fairs, training sessions, or emergency responses.
  • Local travel (personal or city vehicle) to partner sites, community-lead projects, and data-collection locations (approx. 25%).
Qualifications

REQUIRES an accredited Bachelor's degree and 3 years of professional experience in business or public sector administration, including at least 2 years performing administrative and/or supervisory work involving more complex projects or programs; OR an equivalent combination of qualifying education and experience with at least 2 years performing administrative and/or supervisory work involving more complex projects or programs.
