Job summary

The Department of War Education Activity (DOWEA) seeks an experienced administrator to plan, manage, direct, and coordinate budget formulation, analysis, and execution, and to coordinate with Headquarters for manpower support to the school.

Responsibilities include managing facilities, safety, and security programs to ensure regulatory compliance; administering student registration, attendance, academic records, tuition status, and related processes; managing school property and equipment;

Qualifications

• One year of specialized experience managing an annual budget and overseeing manpower support and/or hiring actions.
• Education: Ph.D. or 3 years of graduate study in Business Administration or Public Administration.
• Combination of Education and Experience may be used to qualify for this position if the computed percentage is at least 100%.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience:

One year of specialized experience which includes: managing an annual budget and overseeing manpower support and/or hiring actions. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as: Business Administration or Public Administration.

OR

Combination of Education and Experience

A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add two percentages.

Note:

This position is a TERM not to exceed 730 days or 24 months, with provisions to extend up to eight years with provisions to be made permanent without further competition.

To be eligible for conversion to a permanent career-conditional or career appointment, you must have:

• completed at least 2 years of current continuous service under a term appointment in the competitive service.
• demonstrate successful job performance.
