LOCATION:

San Antonio, TX

SUMMARY:

The Acquisition Consultant / Management Analyst will support the Defense Health Agency (DHA) - (COR Program Support - Acquisition function).

DHA is responsible for the effective execution and operation of the Department of Defense (DoD) medical mission, which is to provide medical services and support to specified categories of individuals entitled to DoD medical care.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The contractor shall provide support in performing pre-award and post-award functions for acquisition lifecycle management of requirements in accordance with the FAR, DFARS, DHA and DoD policies. Specific tasks include but are not limited to:

1. Execute the Requisition Develop Process (RDP) and communication plan to assist in developing complete Procurement Requisition (PR) packages.
2. Assist with executing the RDP and communication plan for PR development.
3. Understand and comply with the Acquisition Lifecycle Process Communication Plan.
4. Standardize, coordinate, and integrate information; build and maintain relationships with stakeholders; manage acquisition reporting requirements; and centralize information in SharePoint.
5. Communicate accurate information effectively.
6. Provide systems engineering consulting services to implement Federal and DoD systems engineering requirements.
7. Coordinate with CSE and support contractors to integrate systems engineering considerations.
8. Research and analyze DoD policy, draft DHA systems engineering policies, and assess acquisition programs for compliance and best practices.

NON-ESSENTIAL DUTIES:

EDUCATION AND EXPERIENCE:

Requirements:

• Bachelor's degree and a minimum of 5 years of relevant experience.
• Extensive knowledge of the DoD Contracting Officer's Representative (COR) Program and training experience.
• Ability to monitor and analyze COR program progress.
• Experience in program planning, evaluation, and analysis techniques.
• Ability to develop and conduct COR-related training.
• Proficiency in data analysis, reporting, and project management principles.

COMPUTER SKILLS:

• Proficiency in MS Office, MS Project, and Adobe Acrobat.

CERTIFICATES, LICENSES, REGISTRATIONS, CLEARANCE:

• Eligibility for a DoD Secret security clearance if required.

PHYSICAL DEMANDS:

• Ability to work at a workstation for extended periods; handle objects; reach; communicate effectively; and occasionally lift less than 15 pounds.
