Job Summary:

The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is looking for a financial professional to fill the Administrative Services Officer position. This position completes a range of functions for the Inmate Trust Accounts (ITA) unit. Reconciles ITA accounts, inmate deposits, processes inmate payroll, reconciles inmate accounts, payable functions, accounts receivable, dated checks, and abandoned funds.

Job Duties:
  • Processes inmate receivables
  • Researches and reconciles daily and monthly deposits
  • Researches and resolves problems and/or questions related to inmate deposits
  • Verifies and corrects posting errors
  • Processes inmate Work Incentive Pay Plan, Arizona Correctional Industries, and Inmate Trust Accounts (ITA) payroll transactions
  • Researches and reconciles inmates' bi-weekly payroll
  • Researches and resolves problems and/or questions related to inmate payroll, including payroll discrepancies and/or vendor reimbursements for inmate work
  • Processes inmate payments
  • Researches and reconciles inmate accounts payable
  • Researches and resolves problems and/or questions related to inmate payments, including inmate-initiated payments, payments for services, and deductions for debt and/or obligations
  • Assists with the Inmate Trust Accounts process
  • Researches and reconciles state-dated checks
  • Takes appropriate actions by returning funds to the inmate or transferring the monies to the abandoned funds account
  • Prepares documents and forms to be able to transfer abandoned funds to ADOR unclaimed property
  • Drives on State business
  • Performs other duties appropriate to the assignment
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Federal and state laws, statutes, and regulations pertinent to the area of the assignment
  • Governmental and/or office accounting practices and procedures
  • Various spreadsheet and word processing software to produce reports and respond to requests for information
  • Reconciliation of bank accounts, fiscal reports, and form preparationIdentifying and resolving discrepancies
  • Financial research methodologies

Selective Preference(s):
  • Three (3) years of Arizona State governmental fixed assets management experience
  • Bachelor’s Degree in accounting, finance or related field (Not required)
Pre-Employment Requirements:

Employment is contingent on the selected applicant passing a background investigation. If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11). In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.
