Job summary

City of Austin is seeking an Accounts Payable Supervisor to lead the AP team within the Utility Supply Chain Division. The role ensures timely payment of vendor invoices and vouchers, maintains accurate records, and enforces strong internal controls.

The supervisor will train staff, review transactions for accuracy, and coordinate with departments to resolve payment issues, while upholding City policies and standards.

Qualifications

  • Bachelor's degree plus two years related experience, one year in lead/supervisory role.
  • Experience may substitute for education up to four years.
  • Strong knowledge of AP processes and internal controls is required.

About This Position

Job Description:

Accounts Payable Supervisor

Purpose

This position is responsible for supervising the accounts payable function, including activities such as the timely payment of all vendor invoices and expense vouchers and the maintenance of accurate records and reports.

Duties, Functions and Responsibilities
  • Coordinates daily workflow of staff to ensure timely preparation, review, and approval of payment disbursements.
  • Coordinates, recommends, and implements processes and internal controls; maintains financial security by documenting established internal accounting controls.
  • Develops and plans section training and projects.
  • Ensures that invoices and expenses are processed accurately and timely.
  • Reconciles general ledger clearing accounts.
  • Coordinates with other departmental divisions to ensure timely payment of invoices and expenses.
  • Researches and resolves payment discrepancies within the City of Austin and external customers.
  • Provides guidance and direction through the review of transactional documents prepared by internal and external department staff.
  • Assists departments and other internal or external customers by drafting procedural guidance, policies, and procedure.
  • Provides accounts payable policy and procedure training to internal/ external department staff in both formal and informal settings.

  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.
Knowledge, Skills, and Abilities
  • Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of accounts payable processes.
  • Knowledge of various City of Austin processes and procedures related to accounts payable.
  • Knowledge of internal control systems.
  • Knowledge of Microsoft office products.
  • Knowledge of manual and automated financial systems.
  • Knowledge of records management processes and requirements.
  • Ability to lead highly diverse workforce.
  • Ability to review and analyze performance measure data.
  • Ability to resolve problems or situations requiring the exercise of good judgement.
  • Ability to establish and maintain good working relationships with other City employees and the public.
  • Skill in effective verbal and written communications.
  • Skill in utilizing a personal computer.
Minimum Qualifications
  • Graduation with a Bachelor's degree from an accredited college or university with major course work in a field related to the job, plus two (2) years related experience, one (1) year of which were in a lead or supervisory capacity.
  • Experience may substitute for education up to four (4) years.
Preferred Qualifications
  • Experience working in a utility, municipality, or other similarly regulated entity
  • Professional experience and knowledge of Federal, State, and Local laws, regulations, and policies.
  • Experience with contract management, purchasing, and accounting payment activities.
  • Effective communication skills with internal and external customers and vendors.
  • Strong problem-solving, decision-making, and organization skills with the ability to prioritize tasks in an environment with frequent interruptions and changes in priorities.
  • Experience working on or working in cooperation with an emergency management or logistics team.
  • Ability to travel to more than one work location.

Position Overview:

The Accounts Payable Supervisor will support the Utility Supply Chain Division, providing essential administrative and logistical services for both field and office staff. This role requires strong time‑management, organization, and multitasking skills, and the ability to work independently and as part of a team, with the ability to manage frequent interruptions and shifting priorities. Key duties supervising the accounts payable function, including activities such as the timely payment of all vendor invoices and expense vouchers and the maintenance of accurate records and reports. Success in this role requires professionalism, the ability to anticipate needs, and a commitment to excellent customer service.

Pay Range: $30.70 - $38.37 per hour
Position(s) will be filled at the following location: Waller Creek Center, 625 E 10th St, Austin, TX
