Gateway Development Commission (GDC) is seeking an experienced and detail-oriented Accounts Payable (AP) Manager to help support our AP operations. Reporting to the Senior Accounts Payable Manager, the ideal candidate will help oversee the corporate card program and manage domestic and international wire transfers, ensuring accuracy, compliance, and efficiency in all payment processes.

Essential Functions

  • Support the Senior Accounts Payable Manager in leading and managing the Accounts Payable team to ensure prompt and accurate processing of invoices and payments
  • Help oversee the corporate card program, including cardholder onboarding, policy enforcement, monthly reconciliation, and issue resolution
  • Initiate and manage domestic and international bank wires, ensuring accuracy, timeliness, and compliance with internal controls and banking protocols thru our banking portals.
  • Maintain and enforce AP policies and procedures, ensuring compliance with grant funding guidelines and organizational standards.
  • Ensure proper invoice coding, approval workflows, and documentation to support audits and financial reviews.
  • Manage vendor relationships, including onboarding, W-9 collection, and 1099 &1042 processing to meet IRS requirements.
  • Generate AP and cash disbursement reports using Sage Intacct, and contribute to process improvement initiatives
  • Support internal and external audits requests by preparing documentation and responding to inquiries.
  • Help provide guidance and support to junior staff, fostering their professional development through coach and mentoring.
  • Assist in the development and enforcement of AP policies and procedures, ensuring alignment with internal controls and regulatory requirements.
  • Support grant reporting and compliance by working with the grants team to ensure proper fund allocation and spending documentation.
  • Assist with month-end and year-end close activities, including accruals and cash disbursement reporting Reconcile AP subledger to general ledger and support month, quarter, and year-end close activities.

Job Requirements

  • Bachelor's degree in a finance, accounting or a related field.
  • Minimum of 5 years of experience in accounting payable processing.
  • Exceptional attention to detail.
  • Experience with Sage Intacct, or similar accounting software is preferred.
  • Proficient in Microsoft Office programs, particularly Excel.
  • Strong analytical skills and the ability to evaluate financial data.
  • Excellent communication skills, both verbal and written, with the ability to communicate clearly and concisely.
  • Effective project management skills, with the ability to prioritize and manage multiple projects while maintaining attention to detail.
  • Knowledge of relevant accounting principles and regulations.
  • Education can be used in lieu of experience and experience can be used in lieu of education if the candidate's overall qualifications meet the requirements for the position.

Project Background

The Gateway Development Commission (GDC) is a bi-state public authority charged with delivering the Hudson Tunnel Project: the cornerstone of the Gateway Program, a comprehensive set of rail investments that will improve transportation along the busiest section of the Northeast Corridor. GDC is governed by a seven-member Board appointed by Amtrak, New Jersey, and the New York State Department of Transportation. GDC works in partnership with Amtrak, NJ TRANSIT, and the Port Authority of New York and New Jersey.

The Hudson Tunnel Project (HTP) is the most urgent infrastructure project in America. It involves constructing a new two-track tunnel under the Hudson River connecting to New York Penn Station as well as the full rehabilitation of the existing 115-year-old North River Tunnel. The project will create operational flexibility, rail network redundancy, and resiliency against future impacts to the Hudson River rail crossing.
