Hiring Salary Range: $21.71 - $23.50/hour DOE

Reports To: Utility Billing Supervisor

Job Status: Full Time

POSITION SUMMARY:

The principal function of an employee in this class is to perform a wide variety of administrative support, technical accounts processing, and financial recording duties. The work is performed under the supervision and direction of an assigned supervisor, but considerable leeway is granted to exercise independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the department directors, staff, and the general public. The principal duties of this class are performed in a general office environment.

ESSENTIAL FUNCTIONS:
  • Maintains financial files in accordance with established policies and procedures and generates financial reports and other related documents at specified time intervals as directed.
  • Performs data entry for utility billing, including setting up new accounts; maintaining name and address records; processing trash charges, special readings and billing adjustments; uploading and downloading readings to and from handheld meter reading devices; and maintaining rate changes in the computer system. Processes billing for utilities, including coordinating meter readers and billing staff to meet deadlines; and printing consumption proof, trial balance, trial billing register, billing register, and bills.
  • Bills Industrial Sewer on a monthly basis.
  • Bills the Capacity Optimization agreement for the wastewater department on a monthly basis.
  • Performs clerical functions as required, including but not limited to answering phones and patrons' questions regarding detailed programmatic knowledge of departmental operations and preparing correspondence.
  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
  • Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.
  • Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
  • Responds to citizens' questions and comments in a courteous and timely manner.
  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
  • Is punctual and meets requirements of performance, including attendance standards and work deadlines. Communicates information and states concerns in a clear and professional manner.
  • Respects the opinion of others and demonstrates a reasonable relationship with employees, supervisors, and others.

ADDITIONAL FUNCTIONS:

REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS:
  • High School Graduate or General Education Degree (GED): Required
  • 1 plus years of experience in Related Accounting or bookkeeping, or any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
  • Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks and the ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology.
  • Ability to use a 10-key, Copy/Fax Machine, and other office machines as needed.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
  • Ability to type accurately and make computations and tabulations accurately and in a timely manner.
  • Ability to maintain records efficiently and effectively.
  • Ability to evaluate new circumstances and apply prior experience and knowledge with good judgment.
  • Ability to establish and maintain effective working relationships with supervisory personnel, other City employees, and the general public.
  • Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language.
  • Ability to understand and follow oral and/or written policies, procedures, and instructions, use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions, and prepare and present accurate and reliable reports containing findings and recommendations.
  • Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
  • Integrity, ingenuity, and inventiveness in the performance of assigned tasks.
