Qualifications

This position has a hybrid work schedule with three days per week working in the office in downtown Richmond, VA.

The General Accounting division within the Virginia Department of Accounts (DOA) is seeking a qualified individual for an Accounting Analyst position.

DOA’s mission is to provide a uniform system of accounting, financial reporting, and internal control adequate to protect and account for the Commonwealth’s financial resources, while supporting and enhancing the recognition of Virginia as the best managed state in the union.

Job Duties

Performs daily, weekly, and monthly monitoring, analyses, and reconciliations for agencies and localities. Accurately prepares complex and critical statewide reconciliations and analyses; communicates with agencies regarding items of concern; maintains a system of tracking to ensure that items are appropriately recorded and resolved; closely monitors the Financial Certification website for pending certifications; regularly monitors the Certification Agency and Locality Summary Reports to ensure that agencies and localities are certifying on time; resolves discrepancies reported by local treasurers on their monthly reconciliation to Cardinal; researches problems and prepares correcting entries; resolves discrepancies reported by Circuit Court Clerks on their Recordation Tax Certifications; records reconciling deposits and/or prepares correcting general ledger journal entries; maintains the Financial Certification e-mailbox; prepares the Payment Allocation Schedules, monthly disbursement vouchers and monthly reconciliations for each of the Non-State agencies; prepares Refunds for Forfeited Bonds as ordered by the courts; performs Treasurers' and Clerks’ monthly reconciliation of centralized accounts to ensure that locality deposits are correct; analyzes reports to determine discrepancies in fund detail and revenue account relationships; compares account balances of various Cardinal reports to ensure proper posting; prepares quarterly report submissions; performs weekly review of the Auditor of Public Accounts (APA)-issued Audit reports to identify any findings that pertain to the misuse of revenue; prepares updated website wording and PDFs of the Cardinal Revenue Status Reports to make appropriate changes to the DOA webpage by April 1, and October 1 deadlines; reviews and updates desk procedures; and participates in special projects as assigned.

Minimum Qualifications

Experience and/or education in Accounting.
Experience performing financial reconciliations, applying Generally Accepted Accounting Principles and financial management; and using automated financial/accounting systems.
Knowledge of automated financial accounting systems; Generally Accepted Accounting Principles (GAAP); and Microsoft Office (i.e. Word, Excel, and Access).
Strong organizational; process improvement; analytical; and oral and written communication skills.
Demonstrated ability to perform complex analysis of a variety of financial data and prepare written documentation to support findings; work collaboratively with management, staff, and agency personnel; research and resolve financial issues; communicate effectively with internal and external staff; understand, develop, and apply policies and procedures; and collect, maintain, and secure sensitive supplier data; conduct business with integrity and respect

Additional Considerations

Knowledge of GAAP especially as they relate to governmental accounting preferred. Experience relating to governmental accounting and with Oracle PeopleSoft Financial applications preferred.
May be required to perform additional duties as assigned. May be required to assist in the event of an emergency. There may be occasional needs to work outside of normal scheduled hours to meet department demands or deadlines.
