Qualifications

Job description

The Riverside County Auditor-Controller (ACO) seeks an Accountant I/II for their Property Tax unit located in Riverside, CA.

The Accountant I/II will work under the direct supervision of the Supervising Accountant and will be responsible for validating complex calculations for the Secured annual extension and supplemental tax rolls which include reviewing and verifying various property tax reports and accounting reports to ensure accurate distribution of property taxes to taxing agencies, schools and special districts. They are required to examine and analyze proprietary property tax systems, aid taxpayers, other taxation offices, agencies, and districts to ensure compliance with various laws, statutory requirements and health and safety guidelines. Additionally, the selected candidate will be responsible for preparing state reports, journal entries, fund reconciliations, assisting with Public Records Requests, maintaining accounting and fiscal records, identifying defects and ensuring compliance within the property tax system, and estimating and determining revenue amounts.

The most competitive candidates will possess:

  • At least two years of professional accounting experience
  • Experience in preparing Form 11s in MinuteTraq
  • Advanced experience in Microsoft Suite products (i.e Excel, PowerBI, SharePoint.
  • Knowledge of PeopleSoft Financial Accounting System with specific experience in: General Ledger, Accounts Payable and Accounts Receivable modules
  • Experience with legislative interpretation preferably government code and revenue and taxation codes including the California Revenue and Taxation Code and Health and Safety Code
  • Knowledge in governmental accounting, property tax laws, tax apportionment/distribution accounting, roll change
  • Experience in Aumentum Property Tax system

Qualified applicants must possess strong analytical skills with experience in reviewing and auditing Financial Data Reports for accounting/system differences/variances. As well as prior experience with executive level writing and reports for preparation of Public Records requests.

The level at which the position will be filled is at the Department's discretion and is based on candidate qualifications.

  • Accountant I - $67,597 $93,783 Annually
  • Accountant II - $71,315 $98,941 Annually

5% added premium pay for those who possess a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), and/or Certified Information Systems Auditor (CISA).

Accountant I

OPTION I

Education: Graduation from an accredited college or university with a bachelor's degree in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework.

Certification: Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.

Education: Completion of 90 semester or 135 quarter units from an accredited college or university with a major in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework.

Experience: One year equivalent to the County of Riverside Accountant Trainee classification.

OPTION II

Education: Completion of 90 semester or 135 quarter units from an accredited college or university with a major in accounting, or another field of that study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework.

Experience: Three years of paraprofessional accounting experience equivalent to the County of Riverside Accounting Technician classification series.

Accountant II

OPTION I

Education: Graduation from an accredited college or university with a bachelor's degree in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework. (One year of experience as a professional accountant with the County of Riverside may substitute for the 18 semester or 27 quarter units of specialized coursework.)

Experience: One year of professional level accounting experience equivalent to a County of Riverside Accountant I classification.

OPTION II

Certificate: Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.

Experience: One year of professional level accounting experience equivalent to a County of Riverside Accountant I classification.

ALL OPTIONS

Knowledge of: Accounting principles and practices; principles and procedures of governmental accounting; general business law and budgeting methods; principles of good office management and effective supervision; computerized data processing.

Ability to: Analyze data and draw logical conclusions; maintain records and prepare accounting, statistical, and narrative reports; supervise the work of others; establish and maintain effective working relationships; communicate effectively both orally and in writing.
