Job summary

Chester County is seeking an Accountant I to perform basic-level accounting functions, including recording, tracking, and reporting revenues and expenditures for services, supplies, and capital operations. The role supports fiscal accountability and requires adherence to GAAP and internal controls.

Responsibilities include processing payables and receivables, reviewing contractor invoices, reconciling payroll, maintaining ledgers, preparing journals, and supporting audits.

Qualifications

  • Review contractor invoices for accuracy and contractual compliance.
  • Prepare, track and distribute monthly vouchers and invoices for payment.
  • Assist in resolving problems during invoice and voucher processing.
  • Process office furniture and equipment orders using the PeopleSoft system.
  • Provide information, perform analyses, and input budget data to maintain a balanced budget.
  • Prepare and submit budget transfers and reclassification and adjusting GL journal entries.
  • Reconcile monthly payroll distribution.
  • Maintain accounts and prepare internal reports of current funds and expenditures.
  • Analyze revenue and expenditures for year-end closing.
  • Process all bank deposits and transactions timely.
  • Assist in audits.
  • Prepare purchase order requisitions.
  • Perform various bookkeeping and accounting work as required.
  • Perform other duties, tasks and special projects as required.

Job description

The Accountant I performs basic-level accounting functions to ensure complete financial accountability for services, supplies, and capital-related operations. This includes recording, tracking and reporting departmental revenues and expenditures.

A person in this position is expected to demonstrate the System of Care Practice Model which maximizes all resources around an individual or family. This system of care includes child and adult serving agencies and community partners that join with an individual or family to meet their goals.

This job requires the following documents to be obtained, reviewed as acceptable by the supervisor and re-obtained every five years: PA Child Abuse, PA Criminal History and FBI Criminal History.

  • Responsible for classifying, analyzing and reporting financial data for various state and federal grants.
  • Process payables and receivables for goods and services received, and post to proper accounts in ledgers.
  • Review contractor invoices for accuracy and to ensure compliance with contractual financial obligations.
  • Prepare, track and distribute monthly vouchers and invoices to ensure payment to contractors.
  • Assist in resolving problems that may arise while processing invoices and vouchers.
  • Process office furniture and equipment orders using the PeopleSoft system.
  • Provide information, perform analyses, and input budget data on revenues and expenditures to maintain a balanced budget.
  • Prepare and submit Budget transfers and reclassification and adjusting General Ledger Journal entries.
  • Reconcile monthly payroll distribution.

Physical Demands:

While performing the duties of this position, the employee is frequently required to sit and talk or hear. Occasionally, employee will be required to walk; kneel, stoop or crouch; and climb up to 30 stairs. On rare occasions, employee will need to lift or carry up to 40 pounds.
