Responsibilities

  • Prepare weekly accounts payable batch reports for the Accounting Manager.
  • Process jury and witness fees using the budgetary fund system.
  • File and maintain vouchers, POs, reports, and vendor statements.
  • Provide current tax exemption forms to vendors as requested.
  • Handle correspondence and inquiries with vendors and department heads.
  • Maintain a courteous, professional demeanor with staff and public.

Job Description:

JOB SUMMARY

This is a non-exempt position. This position will perform a variety of accounting and clerical functions. They will perform various accounting functions assigned to the finance department, assuring the accurate and complete recording of all accounting transactions involving accounts payable, fixed assets, capital projects, budgets, grants, and property tax distributions.

The roles, responsibilities, job functions, knowledge, skills, and abilities in this job description may be revised from time-to-time in order to comply with federal and state laws, departmental needs, and the changing requirements for this position.

ESSENTIAL FUNCTIONS
  • Reconcile and balance the daily statement of all cash transactions and journal entries from the Treasurer's Office. Review and maintain accurate records of cash balances and assure there are no cash or budget violations. Responsible for ensuring this function is done daily and backup as needed.
  • Prepare and process all accounts payable and purchase requisitions received through the accounts payable system. Check all requisitions, vouchers, invoices, and statements for calculating accuracy, appropriate authorization, and correct accounting coding.
  • Prepare weekly accounts payable batch report for Accounting Manager
  • Prepare payments for all jury and witness fees through budgetary fund accounting system.
  • File and maintain all paid vouchers, purchase orders, computer reports, daily statements, voided checks, and vendor statements.
  • Supply current tax exemption forms to vendors as requested.
  • Handle correspondence and telephone inquiries with vendors, department heads, and personnel regarding accounts payable.
  • Maintain a positive work atmosphere by acting and communicating in a manor so that employee gets along with customers, citizens, coworkers, and management.
  • Behave in a pleasant, respectful, and civil manor with others on the job and displaying a good-natured, cooperative attitude.
  • Maintain composure, keeping emotions in check, controlling anger, and avoiding aggressive behavior, even in very difficult situations.

MARGINAL FUNCTIONS
  • Attend educational and/or training courses as required.

QUALIFICATIONS
  • Must be bondable.
  • Experience: General office experience, including working with accounting, data processing, fund accounting, data processing, and payroll processing, required. Persons in this position are expected to have acquired sufficient knowledge and experience to be performing at a competent level after six months on the job.
  • Education: Bachelor's degree in a business-related field with an emphasis in Accounting.
  • Knowledge: Acquire knowledge of statutory requirements of the office of the County Clerk. Must have the ability to receive, interpret, and follow verbal, and written instructions. Required to read, write, and speak English fluently with the ability to speak a foreign language being helpful.
  • Skills: Operate PC-based computer software including, but not limited to, Microsoft Word, Access, and Excel. Must be able to operate standard office equipment common to this position.
  • Problem Solving: Must have the ability to solve rather complex problems found in the position involving a mix of variables.
  • Decision Making: Extensive. Complex decision-making situations occur in this position due to the scope of the responsibility arising in the job and the requirement to handle the duties of the finance department. Several of the duties follow prescribed policies and procedures.
  • Supervisory: None
  • Financial/Budgetary: Substantial responsibility for handling monetary transactions and assisting with the budget and auditing activities.
  • Interpersonal: Frequent contact with employees, department heads, and vendors Requires high degree of tact and negotiable skills.
  • Working Conditions: No adverse working conditions in this position. May be required to work overtime periodically.
  • Physical Requirements: Requires sufficient visual acuity to be able to read, write and operate equipment common to this position. Requires sufficient hearing level to be able to effectively communicate with people directly or by telephone. Occasionally required to lift items weighing up to 40 pounds to a height of 60 inches.
