Job summary

Dorchester County is seeking an experienced Accountant to perform advanced and complex work in the preparation and maintenance of fiscal records; to prepare and analyze bank reconciliations for all county cash accounts; to perform a variety of other accounting and clerical tasks as assigned; and to prepare spreadsheets and work papers for auditors.

This class performs technical accounting, financial recording and analysis duties.

Qualifications

  • Bachelor’s degree in accounting, business or public administration or related discipline required.
  • Four years of accounting or closely related experience required.

Responsibilities

  • Prepare and analyze bank reconciliations for all county cash accounts.
  • Prepare adjusting journal entries to record and adjust cash balances.
  • Reconcile project code cash and agency/discretionary account reconciliations.
  • Provide monthly interest allocations and P-Card confirmations.
  • Coordinate with Delinquent Tax to reconcile liabilities and turnovers.
  • Serve as liaison with Treasurer’s Office and assist auditors during audits.
  • Prepare spreadsheets and information for financial reports and audits.

Job description

The purpose of this job is to perform advanced and complex work in the preparation and maintenance of fiscal records; to prepare and analyze bank reconciliations for all county cash accounts; to perform a variety of other accounting and clerical tasks as assigned; and to prepare spreadsheets and work papers for auditors. This class performs technical accounting, financial recording and analysis duties.

This position works independently, under limited supervision, reporting major activities through periodic meetings.

Post is typically listed for 5 days. It may close prior to date listed if sufficient candidates are received.

ESSENTIAL JOB FUNCTIONS
  • Prepare and analyze Bank Reconciliations for all Treasurer’s office managed cash accounts, investment accounts and bond/lease payment accounts, working with departments to assure accuracy of postings.
  • Prepare adjusting journal entries to record and adjust cash balances prior to monthly close and end of year financial audit.
  • Reconcile Project code cash as basis of Project expenditure reconciliation and drawdowns.
  • Review and record reconciliations of Agency and Discretionary accounts from all applicable department’s county wide.
  • Calculate and provide the Treasurer’s Office with monthly interest allocations for County pooled cash account.
  • Provide Purchasing and Finance with monthly P-Card payment confirmations.
  • Coordinate with the Delinquent Tax department to calculate delinquent land sale liability balances, annual turnover of excess to the General Fund and report findings of monthly reconciliation of listings to Delinquent Tax Collector.
  • Designated point of contact for all Cash inquires and works with the Treasurer’s office to provide investment items for Auditors during Annual Audit.
  • Collect and collate Family Court, Magistrate Court and Clerk of Court reports and prepare the Uniform Schedule of Fines, Assessments and Surcharges for the annual financial audit.
  • Provide Family Court staff with GL and payroll data for the Annual Unit Cost Report.
  • Prepare the Debt Roll forward schedule for the annual financial audit.
  • Liaison between Business services and the Treasurer’s office in assistance to CFO and Business Services Director.
  • Run bank files against general ledger to reconcile all cleared checks.
  • Run monthly outstanding check reports to support unreconciled accounts payable.
  • Maintains checkbook balances for County’s operations and payroll bank accounts.
  • Analyze and monitor year-end receivables for in transit deposits.
  • Coordinates with and assists external auditors in conducting independent audits.
  • Prepares a variety of spreadsheets and related information for decision-making purposes; assists in the preparation of periodic and special financial reports as required by the County and other agencies.
  • Performs other related job duties as assigned.
Minimum Education and Experience Requirements:
  • Bachelor’s Degree in Accounting, Business or Public Administration or related discipline is required.
  • Four years of accounting or closely related experience is required.
Special Qualifications, Certifications and Licenses:
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
  • Designation as a licensed Certified Public Accountant (CPA) or a Certified Government Finance Officer (CGFO) is preferred.

Position Type and Expected Hours of Work

This is a full-time position; typical work hours and days are Monday through Friday, 8:30 a.m. to 5:00 p.m. Some flexibility in hours is allowed, but employees must be available during the "core" work hours are 9:00 a.m. - 4:00 p.m. Must work 40 hour each week to maintain full-time status.
