Richland County Treasurer's Office – Manager of Accounting

The Manager of Accounting is responsible for coordinating and supervising the accounting and financial activities of the Treasurer’s Office, ensuring accurate and effective accounting operations. The role involves motivating and managing departmental staff, providing direction on issues, reviewing and reconciling employee matters, planning department work, maintaining standards, allocating personnel, selecting new employees, and making recommendations regarding discipline as necessary. The manager advises other county departments and agencies on financial policies, practices, and procedures, and regularly interacts with state agencies, school districts, and other millage agencies as required.

The manager reports to the Deputy Treasurer and directly oversees the Sr. Accountant, Accountant II, two Account Specialists, the Special Collections Coordinator, and the Accounts Receivable Department with the Supervisor of Accounts Receivable and four full‑time cashiers. The position has overall responsibility for revenue monitoring, cash transfers and deposits, and payroll and employee matters, and requires a high degree of confidentiality.

Essential Tasks
  • Timely preparation, coordination and implementation of the month‑end close report
  • Communication and coordination of activities with entities outside the County
  • Directing, monitoring and reviewing all accounting entries, detail ledger actions, bank reconciliations, cash receipts processing and other financial records; documents and reviews all expenditures weekly to ensure proper, complete and accurate booking(s) to the General Ledger
  • Supervising division personnel and handling duties such as instructing, assigning, reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising performance, recommending promotions, discipline, termination, and salary increases
  • Overseeing the supervision of the Sr. Accountant, Accountant II, Account Specialist and Special Collections Coordinator
  • Providing professional accounting support in the maintenance and review of tax accounts
  • Approving the disbursement of weekly wires to school districts
  • Approving movement of tax and state/federal funds to the school district
  • Approving prepared and posted journal entries
  • Reviewing reconciled bank accounts to the general ledger, cash accounts and AS/400 records
  • Conducting audit of accounts under the Part‑Pay Program
  • Authorizing and processing manual checks
  • Evaluating and assisting in developing departmental procedures and operations for financial accountability
  • Reconciling and allocating tourism funds
  • Reviewing the monthly Part‑Pay reconciliation
  • Reviewing the monthly refunds report
  • Preparing the monthly local option sales tax report
  • Preparing the quarterly U.S. Census report
  • Balancing yearly tax sale accounts and funds
  • Preparing the yearly Nulla Bona Report
  • Interacting and communicating with supervisors, co‑workers, subordinates, external auditors, department managers/supervisors, county personnel, and the general public

The position may be required to perform specific assignments as assigned.

Compensation

Minimum: $68,916.47.
