Job summary

Qualifications

  • Prepare invoices and monthly statements; monitor aging and follow up on past due balances.
  • Prepare monthly general ledger transactions and reconcile accounts; investigate variances.
  • Schedule ACH debt and revenue payments; post monthly journal entries as needed.
  • Maintain spreadsheets tracking revenues for funds and facility rentals.
  • Process vendor payments and support related duties as assigned.

Overview

The City of Pierre seeks an Accountant with a Bachelor’s Degree in Accounting who is detail oriented and motivated to contribute to the Finance Office. The Accountant provides support to the Finance Officer and Deputy in financial recording and reporting, receipting payments, and maintaining ledgers and accounts receivable. The role may include assisting with annual processes, bank reconciliations, tax reporting, and customer service duties as needed.

Responsibilities
  • Process miscellaneous and accounts receivable payments; perform bank deposits; prepare vouchers; load transactions into the accounting system; reconcile packets.
  • Balance cash registers daily; review and post related transactions; perform remote check deposits and cash bank deposits; download credit card payments and file receipts.
  • Provide customer service as needed; process utility and miscellaneous product payments; set up and close utility accounts; process work orders; respond to questions from customers and co-workers.
  • Perform accounts receivable activities; prepare invoices and monthly statements; monitor aging accounts; follow up on past due balances; collaborate with County Treasurer on assessment balances.
  • Prepare monthly general ledger transactions; reconcile general ledger accounts; investigate variances.
  • Schedule ACH debt and revenue payments.
  • Perform monthly bank reconciliations and post journal entries as needed.
  • Maintain spreadsheets to track revenues for various fund accounts and facility rentals and deposits.
  • Process payments to vendors as needed.
  • Attendance is an essential function of this position.

Supervisory Controls

The Finance Officer and Deputy Finance Officer assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

Guidelines

Guidelines include South Dakota sales tax laws, GAAP, GASB standards, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

Complexity/Scope of Work
  • The work consists of varied accounting duties. Strict regulations and the need for accuracy contribute to the complexity of the position.
  • The purpose of this position is to provide accounting support for city financial functions. Successful performance helps ensure the efficiency and accuracy of those functions.

  • Contacts are typically with coworkers, other city staff, financial advisors, bankers, auditors, representatives of other government organizations and businesses, and members of the general public.

Qualifications and Benefits

Signing Bonus: Eligible for up to $3,000.

Salary and Benefits: $32.03 per hour minimum plus comprehensive benefits including 100% employer-paid employee health, dental and life insurance, a 6% employer retirement match, 12 paid holidays, and up to $2,000 annual educational assistance. Wage offers will be based on education and experience.
