Job summary

Accenture Construct in Seattle seeks a seasoned Construction Program Manager to lead full-program delivery of transit and public infrastructure projects. You will act as the owner’s representative, coordinating engineers, contractors and stakeholders to meet safety, cost, and schedule objectives.

You will oversee complex construction activities, ensure compliance with federal/state requirements, and drive constructability reviews while partnering with client executive leadership to deliver

Qualifications

  • Bachelor's degree required in engineering, architecture, construction management or related field.
  • Ten years of experience in construction management on transit or public infrastructure projects, preferably $30M+.
  • Three years supervisory experience managing major contracts of similar size.
  • Working knowledge of WSDOT and APWA standards for road/bridge construction.
  • FTA-funded project experience and federal contract compliance knowledge.
  • Valid Washington driver's license or ability to obtain one.
  • Experience with GC/CM and design-build delivery methods preferred.
  • Established relationships with WA transit agencies are a plus.
  • Experience with EV charging or transit electrification infra is beneficial.
  • Microsoft Project, Excel, Word, PowerPoint, SharePoint proficiency; familiarity with Procore/e-Builder/Unifier or similar.

Responsibilities

  • Ensure safety of client employees, agency personnel, contractor staff, and the traveling public.
  • Serve as owner's representative for all project aspects, overseeing staff and field/office operations.
  • Support client executive leadership in delivery and management of the project.
  • Monitor schedules and budgets, provide reporting to executive leadership, manage execution for quality, cost and schedule.
  • Oversee engineering, construction, quality, safety, environmental, third-party and community outreach activities.
  • Represent the client with community stakeholders and public agencies (cities, counties, WSDOT, utilities, permitting bodies).
  • Lead safety culture and provide oversight to achieve zero lost-time incidents.
  • Ensure compliance with all contract requirements and governance standards.
  • Perform constructability reviews and propose delivery improvements.
  • Coordinate construction with transit operations to minimize service disruptions.
  • Oversee compliance with federal/state contract requirements (Buy America, Davis-Bacon, prevailing wage, DBE reporting).

  • You’ll perform constructability reviews of design packages and provide recommendations to enhance project delivery, safety, and efficiency.
  • You’ll coordinate construction activities with transit operations to minimize service disruptions through advance planning, communication, and ongoing coordination during active construction.
  • You’ll oversee compliance with federal and state contract requirements on federally funded projects, including Buy America provisions, Davis‑Bacon and Washington State prevailing wage requirements, and DBE reporting obligations.
Location and Work Arrangement
  • Onsite at client site: The work location for this role is onsite with our clients and partners to enable delivery and cultivate our client relationships.
  • With all our roles, there is some in‑person time for collaboration, learning and building relationships with clients, peers, leaders and communities. As an employer, we will be as flexible as possible to support your specific work/life needs.
Qualifications
  • Bachelor's degree in Engineering, Architecture, Construction Management, Business Administration, or another related field.
  • Ten years of experience in construction management on transit or public infrastructure projects, preferably with individual project values of $30 million or greater.
  • Three years of supervisory experience in the management of major construction contracts of similar size and scope.
  • Working knowledge of WSDOT and APWA Standard Specifications for Road, Bridge, and Municipal Construction.
  • Experience on FTA‑funded projects, including familiarity with federal contract compliance requirements.
  • Valid Washington State driver's license, or ability to obtain one.
  • Experience with alternative delivery methods, particularly GC/CM and design‑build, is preferred, including experience supporting preconstruction and construction phases.
  • Established relationships with Washington transit agencies and public works departments are a significant advantage.
  • Relevant agencies include Sound Transit, Community Transit, King County Metro, Pierce Transit, Everett Transit, Kitsap Transit, Intercity Transit, Spokane Transit, C‑TRAN, and WSDOT.
  • Experience with EV charging or transit electrification infrastructure.
  • Contractor‑side experience (Project Manager, Superintendent, Project Engineer).
  • Competency in Microsoft Project, Excel, Word, PowerPoint, and SharePoint. Familiarity with a construction document management platform such as Procore, e‑Builder, Unifier, or similar.
