Job summary

Baltimore City Community College seeks an Intake Assessment Specialist to serve as the first point of contact for prospective adult learners. The role involves conducting intake, administering TABE/CASAS, determining placement, and supporting learners through onboarding.

Reporting to the Director of ABE, you will coordinate orientations, manage the Testing Center, and train staff on assessment policies while ensuring compliance with state and federal reporting requirements.

Qualifications

• Bachelor's degree from an accredited institution required.
• Minimum of two years of professional experience in adult education, workforce development, student services, or a related field.
• Experience conducting intake, advising, and educational assessments; familiarity with TABE, CASAS, GED Ready or similar assessments.
• Knowledge of adult education principles and student-centered practices; strong customer service and organizational skills.
• Ability to work with diverse populations and to analyze data while ensuring compliance with reporting requirements.

Job description

The Intake Assessment Specialist (IAS) serves as the first point of contact for prospective adult learners and plays a critical role in ensuring a positive, student-centered onboarding experience. Reporting to the Director of Adult Basic Education (ABE), the IAS is responsible for conducting learner intake, administering standardized assessments (TABE, CASAS and other approved assessments), determining educational functioning levels, recommending appropriate class placement, and supporting learner success upon registration.

• Conduct intake interviews and student advising with determining eligibility for Adult Basic Education, GED®, English Language Services, and workforce training classes or programs.
• Coordinate and facilitate orientation, registration, intake, and assessment sessions.
• Administer, monitor, and interpret assessment scores (i.e. TABE, CASAS, etc.) and other approved standardized assessments in accordance with Maryland Department of Labor policies.
• Determine appropriate educational functioning levels and recommend appropriate instructional placement and class modality.
• Coordinate the managed recruitment process, including student scheduling and waitlist management.
• Maintain accurate learner records and documentation for the Management Information Specialist to report in LACES and institutional databases.
• Monitor data quality and assist with implementation of the program's Data Quality Plan.
• Communicate with instructors regarding learner placement, attendance, academic progress, and instructional support needs.
• Coordinate referrals to tutoring, digital literacy services, career pathways, workforce programs, disability support services, and community resources.
• Work collaboratively with the Instructional Specialist (IS) to support learners with disabilities, English language learners, and other special populations.
• Manage the Adult Basic Education/ GED Testing Center, including scheduling, compliance, inventory, ordering supplies, and storage of testing materials.
• Supervise and train Testing Center staff and ensure compliance with standardized testing protocols.
• Attend Maryland Department of Labor Intake Assessment Specialist meetings, Communities of Practice, and required professional development.
• Provide training and technical assistance to instructors and program staff regarding assessment policies and procedures.
• Assist with recruitment, outreach, student orientations, and community engagement activities.
• Prepare reports related to enrollment, attendance, student No Show, assessment outcomes, measurable skill gains, and learner performance.
• Perform other duties as assigned to support Adult Basic Education program operations.

• Bachelor's degree from an accredited college or university in Adult Education, Education, Counseling, Human Services, Social Work, Psychology, Public Administration, or a closely related field.
• Minimum of two (2) years of professional experience in adult education, workforce development, higher education, student services, or a related field.
• Experience conducting student intake, advising, educational assessments, or academic placement.
• Experience administering or learning standardized assessments such as TABE, CASAS, GED Ready®, or similar assessments.
• Knowledge of adult learning principles and student-centered practices.
• Strong customer service, communication, interpersonal, and organizational skills.
• Demonstrated ability to work effectively with culturally and linguistically diverse populations.
• Proficiency with Microsoft Office Suite and database or student information systems.
• Ability to analyze data, maintain accurate records, and ensure compliance with federal and state reporting requirements.
• Ability to work occasional evenings and weekends based on program needs.

• Master's degree in Adult Education, Higher Education, Counseling, Educational Leadership, Human Services, or a related field.
• Experience working in an Adult Education and Family Literacy Act (AEFLA) or Workforce Innovation and Opportunity Act (WIOA)-funded program.
• Current TABE Administrator Certification or the ability to obtain certification within six months of hire.
• Experience using DRC, Banner, CANVAS or other student information systems.
• Experience supervising testing center operations or assessment staff.
• Knowledge of Maryland Department of Labor - Adult Education policies and performance measures.
• Experience with student retention initiatives, measurable skill gains, and data quality monitoring.
• Bilingual proficiency (Spanish or another language commonly spoken in Baltimore) is preferred.
