POSITION OVERVIEW:

The Agency for Health Care Administration is seeking a qualified candidate for the position of Systems Project Analyst within the Division of Information Technology (IT), Bureau of Strategic Information Technologies. Several IT skill-set disciplines and areas make-up this strategic team.

Information technology solutions are built with IT security compliance and strategic planning in mind through the IT Strategic Planning Team. AHCA Business Unit IT consulting and contract management is also a service provided by the IT Strategic Planning Team to assist the Agency in large-scale IT procurements.

The IT Strategic Planning Team consists of Network Administration, Application Development & Support, and Telecommunications (Voice-over-Internet Protocol) plus cellular technologies as well as staff who support the administrative human resources and procurement needs of Information Technology (IT) staff, staff of the Agency, and the customers of the Agency.

DESCRIPTION: This is a technical and administrative professional position within the Division of Information Technology, Bureau of Strategic information Technologies.

This position is part of the IT Applications Development Team that is responsible for the design, development, testing and support of Agency applications.

PRIMARY DUTIES INCLUDE:
  • Analyze and maintain Agency applications.
  • Works with other technical staff to implement various application features.
  • Maintains a technical skill level to perform required work tasks.
  • Design, document, develop and deploy web applications.
  • Design unit, integration and behavioral application testing.
  • Keeps the application development standards and procedures documents up-to-date.
  • Assist with deployment and promotion of applications throughout multiple environments.
  • Work with Project Managers and Business Analysts to identify application requirements.

This position has been identified as mission-essential. The incumbent in this position may be required to work during the weekend or on holidays. In addition, mission essential personnel will be required to work during disasters, to include but not limited to, work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency work may involve the incumbent working in another county or staffing location to assist other State Agencies with emergency work. Emergency duties may include, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of Object-Oriented programming principles and best practices
  • Knowledge of relational database design and data processing
  • Knowledge of Integrated Development Environment (IDE), such as Visual Studio
  • Knowledge of basic task management and application development techniques
  • Ability to design, develop and test web-based applications using industry standard techniques and guidelines

  • Skill in deployment of web-based applications
  • Skill in writing SQL and T-SQL database scripts
  • Skill in using source code configuration management tools such as Azure DevOps and Git
MINIMUM QUALIFICATIONS REQUIREMENTS
  • 3 years of experience in Information Technology providing application development and support services.
  • 1 year of experience developing .NET web applications.
  • 1 year of experience in writing SQL Server queries and stored procedures.

A relevant associate’s degree from an accredited college or university and/or Certification can substitute on a year-for-year basis for the required experience.
