Position Overview:

This is an exciting opportunity to help shape the quality of health care in Florida.

We are seeking to hire Operations & Management Consultant I who desires to work to enhance the delivery of health care services through the Florida Medicaid Program.

This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment.

This position is located in the Bureau of Medicaid Quality.

Medicaid Quality provides data-driven, focused and systematic feedback on the quality of Florida’s Medicaid program to federal and state agencies, Medicaid recipients, Medicaid managed care plans, and providers.

The Bureau of Medicaid Quality has a strong focus on providing more comprehensive care, improving health outcomes, and reducing costs.

This position is responsible for reporting to the Assistant Deputy Secretary for Medicaid Policy and Quality to provide advanced administrative and technical assistance in coordinating a variety of administrative functions between the Assistant Deputy Secretary, and the Bureaus of Medicaid Policy and Medicaid Quality.

The incumbent in this position maintains up-to-date knowledge concerning the Florida Medicaid program, including pertinent statutes, Florida State plan for Medicaid, Florida administrative rules, and claims processing procedures.

The incumbent remains informed about the Medicaid activities of the Agency and about the operations of the fiscal agent contractor.

The incumbent maintains basic knowledge of Medicare and other health care programs that relate to Medicaid.

Maintain up-to-date knowledge of Agency rules and regulations pertaining to overall office and personnel management practices and procedures.

The incumbent maintains knowledge of purchasing system, procedures, and purchasing as needed.

The incumbent in this position assists the Assistant Deputy Secretary for Medicaid Policy and Quality with administrative responsibilities for the Division of Medicaid, as assigned by the Deputy Secretary for Medicaid, delegates, or other Agency Management Team members.

The incumbent reviews administrative policies, procedures, guidelines, and evaluates the impact on the Medicaid program office.

The incumbent provides technical assistance to the state regarding these policies and procedures on implementation and ensures that policies and procedures are carried out.

The incumbent in this position performs extensive scheduling and calendaring for the Assistant Deputy Secretary for Medicaid Policy and Quality.

The incumbent coordinates scheduling for the Assistant Deputy Secretary and works with counterparts in other organizational units to ensure that all Medicaid leadership obligations are met each day.

The incumbent schedules and processes travel and travel reimbursements for the Assistant Deputy Secretary of Medicaid Policy and Quality.

The incumbent in this position oversees timely completion of assignments that require review by the Assistant Deputy Secretary.

The incumbent provides assistance to organizational units in daily and on-going assignments as well as special assignments.

Make recommendations to staff to ensure consistency with management's position.

The incumbent works with organizational units in timely completion of assignments that require review by the Assistant Deputy Secretary.

The incumbent coordinates and oversees specialized and technical assignments delegated by the Deputy Secretary for Medicaid, delegates, or other Agency Management Team members.

The incumbent independently directs completion of assignments when Assistant Deputy Secretary are not available.

The incumbent in this position reviews records, reports and other documents requiring action by the Assistant Deputy Secretary and coordinates their handling to completion.

The incumbent prepares and coordinates the development of briefing packages, presentations, or other material for the Assistant Deputy Secretary.

The incumbent works with organizational units on programmatic content and format so that materials result in a highly professional product.

The incumbent prepares and analyzes correspondence and other communications, which may include reports of program initiatives and special projects.

The incumbent in this position assists the Assistant Deputy Secretary with personnel, budget, legislative, public information, and other activities within the Agency.

The incumbent reviews and analyzes routine budget reports and personnel information for the Assistant Deputy Secretary for Medicaid Policy and Quality.

The incumbent research issues related to these areas and makes recommendations to the Assistant Deputy Secretary for Medicaid Policy and Quality.

The incumbent in this position performs special assignments at the direction of the Assistant Deputy Secretary and assists the Deputy Secretary for Medicaid when Operations & Management Consultant II is unavailable.

The incumbent performs additional duties which may include assisting the Deputy Secretary and the Operations & Management Consultant II, providing administrative backup support as needed for Medicaid Director Office staff with personnel issues, purchasing and assisting the receptionist with phone coverage on an as-needed basis.

The incumbent in this position reviews all personnel action requests received from the Bureaus of Policy and Quality for completeness and accuracy, before submitting to the Division's HR Liaison.

The incumbent in this position performs other related duties as requested.
