Lexicon Solutions is seeking a skilled Proposal Manager to identify and respond to government contract opportunities. The ideal candidate will manage GSA MAS contract submissions, research government grants, and ensure compliance with procurement regulations. Job Summary:
We are looking for a skilled Proposal Manager to identify, track, and respond to government contract opportunities on platforms like SAM.gov, GSA eBuy, U.S. Navy procurement portals (e.g., Seaport-NxG, NAVWAR, DIBBS, or NECO), and FEMA procurement platforms. The ideal candidate will also research and apply for government grants relevant to our business and manage GSA Multiple Award Schedule (MAS) contract submissions and compliance.
Responsibilities:
Bid, GSA, U.S. Navy, FEMA & Grant Identification:
– Monitor SAM.gov, GSA eBuy, Seaport-NxG, NAVWAR, FEMA Industry Liaison Program, and other FEMA procurement sites for relevant opportunities.
– Identify federal, state, and local grants applicable to our business.
– Maintain a pipeline of upcoming bids, RFPs, and grant opportunities.
– Research and pursue GSA Schedule opportunities and modifications to expand contract offerings.
– Track U.S. Navy, FEMA, and Department of Defense (DoD) procurement trends and contract opportunities.
Proposal, GSA, U.S. Navy, FEMA & Grant Writing:
– Prepare compelling and compliant proposals, including technical, management, and cost sections.
– Develop templates and proposal strategies to improve response efficiency.
– Write and edit grant applications to maximize funding success.
– Manage GSA MAS submissions, modifications, and compliance to ensure continued eligibility and contract utilization.
– Develop proposals for U.S. Navy and DoD solicitations, ensuring compliance with FAR, DFARS, and NAVSUP requirements.
– Respond to FEMA solicitations, ensuring compliance with emergency procurement regulations.
– Ensure proposals and GSA documentation comply with all solicitation requirements and submission deadlines.
Collaboration & Compliance:
– Work with internal teams (sales, engineering, finance) to gather necessary information.
– Coordinate proposal responses, ensuring accuracy and alignment with company capabilities.
– Manage submission timelines, formatting, and compliance requirements.
– Keep up with government procurement trends, regulatory changes, GSA contracting updates, FEMA procurement processes, and Navy-specific acquisition procedures.
Qualifications:
– Proven experience in government proposal writing (RFPs, RFQs, RFIs, grants).
– Experience with GSA Multiple Award Schedule (MAS) proposals, modifications, and compliance.
– Experience writing U.S. Navy and DoD proposals, including Seaport-NxG, NAVWAR, and NAVSUP solicitations.
– Experience with FEMA procurement, including the Industry Liaison Program and Disaster Recovery contracts.
– Familiarity with SAM.gov, Grants.gov, GSA eBuy, U.S. Navy procurement portals, and FEMA contract opportunities.
– Strong project management skills and ability to meet tight deadlines.
– Exceptional writing, editing, and communication skills.
– Knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), FEMA procurement guidelines, and other government procurement processes.
– Experience in [industry relevant to your company, e.g., telecom, manufacturing, engineering] is a bonus.
Preferred Skills:
– Ability to analyze RFP requirements and develop winning strategies.
– Experience working with U.S. Navy, FEMA, DoD, and other federal agencies.
– Proficiency in proposal management software and tools (e.g., GovWin, Unison, Proposify).
