Job Summary: The Proposal Manager is responsible for leading the development, coordination, and submission of high-quality, compelling proposals in response to Requests for Proposals (RFPs), Requests for Information (RFIs), and other bid solicitations. This role involves managing cross-functional teams, setting timelines, ensuring compliance with client requirements, and aligning proposal content with the organization's strategic goals. The Proposal Manager oversees all phases of the proposal process, from initial analysis to final delivery, ensuring accuracy, consistency, and competitiveness of the submission.

Salary Range: $90,000-115,000 / annual
Essential Duties & Responsibilities
The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties, but not all duties performed for this position. Other duties may be assigned.
- Lead end-to-end proposal development across multiple concurrent efforts.
- Align responses with capture strategy and collaborate with sales/capture leads.
- Coordinate cross-functional teams and facilitate proposal meetings.
- Analyze RFPs, RFIs, and RFQs to ensure compliance and responsiveness.
- Develop and manage compliance matrices, proposal schedules, and writer packages.
- Draft and refine proposal content, including management plans, past performance, and resumes.
- Conduct proposal reviews and adjust schedules as needed.
- Drive storyboarding, strategy sessions, and win theme development.
- Ensure consistency across technical, management, and pricing volumes.
- Coordinate data collection from internal teams and external partners.
- Format and submit final proposals on time; support debriefs and closeout activities.
- Thoroughly assess Requests for Proposal (RFPs)/Requests for Information (RFIs)/Requests for Quotation (RFQs).
- Track and assess RFP/RFI/RFQ amendments and disseminate to proposal contributors.
- Gather and provide tailored capabilities materials for subcontractor data calls.
- Track and record outcomes of prime-led pursuits for which the organization is a subcontractor.
- Lead debriefs assessment meetings to analyze wins and losses.
- Contribute to the creation and organization of past performance library, proposal library, and staff resumes.
- Ensure all deliverables are correct and error-free, including grammar, spelling, and RFP compliance.
- Input and maintain integrity of project data and content within the company’s data management platform
Minimum Qualifications
To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The qualifications listed are representative of the knowledge, skill, and/or ability required.
- Bachelor’s degree in Marketing, Communications, Public Relations, Journalism, Business, or Environmental/Construction-related industries or equivalent experience
- Experience in responding to RFPs, requests for quotations (RFQs), and government inquiries about the company's capabilities.
- Minimum 3 years of proposal management and writing experience in the federal environmental, civil and/or fuels construction industry
Additional Qualifying Factors
As a condition of employment, you will be required to pass a pre-employment drug screening (post accepted offer) and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.

The employee may be occasionally required to reach with hands and arms and lift, handle, or move objects weighing up to 40 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and the ability to adjust vision. Some modest local and distant travel via automobile or airplane may be required to support departmental or organizational functions or objectives.
Working Conditions
The job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily in a modern office setting. Occasional travel may be required.
