Job summary

Port Authority is seeking three Construction Safety Specialists to support the Office of Safety Management in Jersey City and New York. You will review plans, ensure OSHA/FDNY compliance, and conduct safety audits and incident investigations across major projects.

Responsibilities include daily reporting, collaboration with engineers and stakeholders, and enforcing safety programs at Port Authority sites and leaseholders.

Qualifications

• A minimum of 5 years of construction safety experience, including investigations.
• Valid NYC DOB Site Safety Supervisor Card (SST).
• OSHA 30-hour construction safety certificate.
• Valid driver's license.
• Strong communication and interpersonal skills.
• Strong organizational and time management skills.
• Experience on major capital construction projects including heavy civil work.
• Knowledge of OSHA 1926, NYC DOB, FDNY, and local safety regs.
• Familiarity with NFPA, NYC/NJ fire codes and safety procedures.
• Ability to evaluate safety programs and propose technical recommendations.
• Knowledge of hazard recognition, incident investigation, and root cause analysis.
• Ability to communicate with OSHA/FDNY inspectors, contractors and stakeholders.
• Experience with safety software and Microsoft Office Suite.

OVERVIEW

Under the direct Supervision of the Construction Management Division, to support the Port Authority Office of Safety Management, the selected candidate shall perform technical and administrative duties essential to ensure that contractors conduct activities in compliance with all Federal, State and Local fire and safety regulations and standards to eliminate hazardous practices and conditions, and also ensuring fire safety programs and standards are properly adhered to at the Port Authority and Leaseholder construction sites.

RESPONSIBILITIES

• Review contracts, drawings, and project-related documentation to ensure adherence.
• Ensure contractors are in compliance with OSHA, FDNY, NYCDOB, Local laws and all applicable regulations.
• Review contractor Health and Safety Plan submittals.

Requirements

REQUIREMENTS

• The successful candidate will also be subject to a comprehensive background check, must pass a fingerprint based criminal history records check in order to obtain an airport Security Identification Display Area (SIDA) credential. The candidate must be able to maintain SIDA credentials throughout your employment in this position.
• The candidate will be expected to conduct comprehensive site audits throughout all construction projects throughout the agency.
• The position is a field position that requires working in all types of weather.
• The position requires the candidate to be capable of walking, navigating and accessing all points of a vast, active and dynamic construction site for extended periods of time through most of the day. The position will require climbing various types of stairs, ladders and scaffolds as well as bending, lifting/moving objects, and driving to construction sites.
• The ideal candidate must be flexible and available to work evenings, extended hours and overtime if/when needed. Must also be able to work rotating shifts which include weekends and holidays.

QUALIFICATIONS

Candidates must present the following qualifications to be considered eligible for this position:

• A minimum of 5 years of experience in construction safety including conducting investigations and accident prevention at construction sites or related fields.
• Possess a valid NYC DOB Site Safety Supervisor Card (SST).
• Possess OSHA 30-hour construction safety certificate.
• Possess a valid driver's license.
• Strong communications and interpersonal skills.
• Strong organizational, time management skills.
• Demonstrated experience on Major Capital Construction projects including heavy civil infrastructure construction.
• Demonstrated knowledge of Construction Safety and regulations including OSHA 1926 Standards, NYC DOB Code, FDNY, Local laws including DOT, DEP and any other applicable regulatory agency.
• Familiarity with National Fire Codes, NFPA standards, NYC and NJ Fire Codes, Rules of the City of NY and FDNY operations and procedures.
• Demonstrated ability to evaluate effectively contractor construction safety and fire safety programs and to make technical recommendations based upon findings.
• Demonstrated knowledge of hazard recognition and assessment, incident and accident Investigation and reporting and conduct root cause analysis and Job Hazard Analysis.
• Demonstrated ability to communicate effectively and professionally with OSHA and FDNY inspectors, construction inspectors, contractors, management, safety professionals, workers and stakeholders.
• Demonstrated knowledge using computer safety software utilized for managing and tracking of project hazards, incidents, and program documentation.
• Demonstrated computer skills with proficiency in Microsoft Office Suite.

DESIRED

• CHST certification or other recognized construction safety credential.
• Bachelor's degree in Safety Management or Construction Management, or College Degree in a safety-related field from an accredited institution.
• Experience with OCIP and CCIP projects.
• Worked on other Port Authority projects.
