Job summary

Dallas County is seeking a Software Delivery support professional to assist through all phases of the SDLC, working with developers, end-users and support staff. The role includes documenting requirements and design, maintaining standards, and participating in design reviews.

The candidate will analyze logs, deploy releases, configure IIS, and manage access controls, while providing second‑tier support and performing tests across modules.

Qualifications

• Bachelor’s degree in Computer Science or Information Systems.
• 3 years work related experience in systems analyses with multiple programming languages, multiple hardware platforms, operating systems, and database management systems including one year programming with Transact-SQL.
• Ability to communicate effectively in writing and verbally; build productive working relationships.
• MCSE, MCSA or CISSP certifications are preferred; Oracle experience and CDM/ICP designation are a plus.

Responsibilities

Description

Works with technical support, end-users and development staff to assist throughout all phases of the Software Delivery Life Cycle (SDLC) as needed. Prepares, contributes to and/or reviews documentation surrounding requirements, technical design, and process flows. Works directly with the development team, partners and users to support business needs. Assists in the development and maintenance of standards and procedures. Participates in application design review.

Management Scope: May lead or provide supervision for development support staff.

Responsibilities

1. Performs all phases of the software development including application design sessions, system requirements definition, application development, and testing.
2. Analyzes ELMAH [Error Logging Modules and Handlers] logs and documentation, Storage Management Volume, mainframe error logs, application error stack trace and performs root cause analysis.
3. Deploys new software release versions configures application to enable new features/functions, manages security permissions, re-configures IIS (Web Server); and installs web based applications (sites) and develops interfaces.
4. Creates/updates/maintains the application web portal and manages application level configuration. Approves the granting of access, creates and maintains accounts for authorized staff.
5. Performs backup testing software and data. Acts as second tier of the technical support team.
6. Performs unit, regression, and system level testing.
7. Coordinates silent installation of third party software configuration.
8. Performs other duties as assigned.

Qualifications

Education, Experience and Training:

Education and experience equivalent to a Bachelor’s Degree from an accredited college or university in Computer Science, Information Systems or in a job related field of study. Three (3) years work related experience in systems analyses with multiple programming languages, multiple hardware platforms, operating systems, and database management systems including one (1) year experience programming using Transact-SQL.

Special Requirements/Knowledge, Skills & Abilities:

Ability to effectively communicate orally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Knowledgeable of standard concepts, practices and procedures of applicable systems. Able to program and configure dynamic views. Familiar with various storage devices. Working knowledge of all technical and managerial requirements of a large data center including data base administration, operating systems, utilities and procedures. Knowledge of mainframes, PCs, networks, specialized software, internet and office automation tools. Microsoft MCSE, MCSA or a CISSP preferred. Oracle experience and CDM or ICP designation also a plus. Ability to manage Countywide projects and multi-level committee structures is a plus. Knowledge of and a familiarity with current operating systems, advanced server troubleshooting, basic networking and SQL deployed applications. Experience writing SQL queries including SSRS reports is highly desirable. Must pass a background investigation. Required to be on call at all times.

Must have a valid Texas Drivers License and good driving record. Will be required to provide a copy of 10-year driving history. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code.

Physical/Environmental Requirements:

Standard office environment. Must be able to visit various off-site locations. Ability to lift and carry up to 25 lbs. unassisted.
