Job summary

The IFRC in Türkiye is seeking a short-term consultant to conduct a Value for Money assessment for the STRIVE programme, focusing on economic efficiency and protection outcomes. The consultant will work with the internal MTR evaluation team and may travel to Ankara as needed.

Responsibilities include applying the 4 Es framework, financial review, CBA/CEA modelling, and presenting findings at a Validation Workshop in Ankara.

Qualifications

• Advanced degree (master’s or PhD) in Economics, Development Economics, Econometrics, or a closely related quantitative field.
• Minimum 5 years of experience conducting Value for Money (VFM) assessments and economic appraisals.
• Professional fluency in English; Turkish knowledge is advantageous for reviewing local data.

Responsibilities

• 4 Es Framework Evaluation: assess performance across Economy, Efficiency, Effectiveness and Equity, especially the link between socio-economic empowerment and protection top-ups.
• Financial Review & Benchmarking: quantify project expenditures and benchmark unit costs against similar interventions in Türkiye.
• Cost-Benefit / Cost-Effectiveness Analysis: model economic returns and assess cost-effectiveness of protection services.
• Stakeholder Validation: present methodologies and preliminary findings during a validation workshop in Ankara.
