This role operates under the guidance of the National Supply Chain Officer in Ankara and the direct supervision of the Senior Supply Chain Associate in Gaziantep, contributing to the organization's supply chain operations.
Job purpose: The Supply Chain Associate is responsible for managing and executing various procurement and logistics tasks to ensure the efficient and timely delivery of goods and services. This role supports supervisors in complex purchases, prepares tender documents, monitors deliveries, processes payments, and maintains procurement records. The Associate also conducts market surveys, manages contractual agreements, and provides guidance on procurement procedures. Additionally, the role involves coordinating fleet operations and supporting junior staff, all contributing to the effective functioning of IOM's supply chain operations in the region.
Responsibilities: Key responsibilities include receiving and verifying procurement requisitions, assisting with high-value purchases, and preparing tender documents. The Associate will solicit bids, analyze proposals, and confirm supplier agreements, preparing necessary documentation like purchase orders and contracts. Monitoring open requisitions and ensuring timely delivery of goods and services, along with obtaining delivery confirmations, is crucial. Processing vendor invoices, preparing payment requests, and coordinating timely payments to suppliers are also key duties. Maintaining accurate physical and electronic procurement records, conducting market surveys to identify and evaluate new suppliers, and tracking contractual agreements for timely renewal are essential. The role also involves providing procurement guidance to staff, performing asset management tasks, coordinating fleet operations, and training junior supply chain staff.
Education: A Bachelor’s degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field is required, along with three years of relevant experience. Alternatively, a High School diploma with five years of relevant experience is acceptable. Certification in Procurement, Logistics, or Supply Chain Management is considered an advantage.
Work experience: Required experience includes procurement and logistics, working with vendors and service providers, and managing asset processes. Experience with IOM/UN Procurement and Logistics Rules and Procedures, as well as experience in an international organization, are considered advantageous.
Skills: High level of computer literacy; ability to work with national and international institutions; ability to prepare clear and concise reports; excellent communication and negotiation skills; ability to establish realistic resource requirements.
