Job summary

IOM - UN Migration in Turkey seeks a Senior Project Associate – Protection to coordinate labour mobility activities, monitor implementation, and provide case management support in pilot provinces, with field travel as required.

Under supervision, you will work with the LMI Unit to strengthen referrals, manage budgets, deliver training, and engage with authorities, UN agencies, and partners to ensure protection and socio-economic integration of beneficiaries.

Qualifications

• Education requirements include a Bachelor's degree in a relevant field or a high school diploma with extensive experience.
• Experience working with governments, UN agencies and NGOs, and in project implementation and case management.
• Fluency in English and Turkish; knowledge of Arabic is advantageous.

Responsibilities

• Lead and coordinate day-to-day project implementation, monitoring activities against work plans and donor requirements.
• Coordinate protection-sensitive relocation assistance, including case management, referrals and individualised support.
• Monitor budgets and ensure compliance with IOM financial rules and donor requirements.
• Collaborate with LMI Unit and other units to expand access to employment opportunities and socio-economic integration.
• Oversee financial, administrative and operational management of the project per IOM policies.
• Plan and conduct capacity-building trainings and workshops for internal and external stakeholders.
• Maintain coordination with local authorities, UN agencies, donors and other stakeholders for consistent delivery.
• Prepare and submit project reports, donor updates, and related documents on time.

Job Description

Under the overall supervision of the Senior Protection Coordinator and the direct supervision of the National Officer (Protection), and in close collaboration with the LMI Unit, the Senior Project Associate – Protection will be responsible and accountable for coordinating, monitoring and supporting the implementation of labour mobility activities, including day-to-day case management coordination, project administration and operational-level stakeholder engagement in pilot provinces, under the technical guidance of the supervisor. The position may require frequent travel and field presence to support programme implementation.

Responsibilities

• Independently lead and coordinate the day-to-day implementation of the project. Monitor implementation of the activities to ensure work activities are proceeding in a timely manner according to established work plans, project objectives, donor requirements and IOM policies; analyse implementation difficulties and make recommendations for adjusting implementation modalities and work plans to best reflect changing environment in the field.
• Coordinate the delivery of protection-sensitive relocation assistance, including case management, counselling, vulnerability screening, referrals and individualised assistance, ensuring that relocation processes are voluntary, informed and based on assessed protection needs, while facilitating beneficiaries’ continued access to protection and socio-economic integration services.
• Monitor budget expenditures by verifying availability of funds ensuring compliance with IOM financial rules, donor requirements and internal procedures and maintaining a proper record of approved project budgets and their revisions.
• Coordinate with the Labour Migration and Social Inclusion (LMI) Unit and other relevant programme units to strengthen referral pathways and integrated service delivery, expanding beneficiaries’ access to employment opportunities and sustainable socio-economic integration.
• Coordinate and monitor the financial, administrative and operational management of the project in accordance with IOM policies and donor requirements.
• Plan, coordinate and conduct capacity building training sessions, workshops for relevant internal and external parties to strengthen protection-sensitive relocation processes, case management and referral mechanisms.
• Maintain effective coordination with local authorities, municipalities, employers, partners, United Nation (UN) agencies, intergovernmental and non-governmental organisations, donors and other stakeholders relevant to the project to facilitate consistent project delivery.
• Coordinate the preparation of project reports, donor updates, correspondence, briefing notes, presentations, narrative and financial reports. Ensure status reports are prepared and submitted in a timely manner.
• Identify, document and disseminate good practices and lessons learned, operational recommendations and contribute to the development of Standard Operating Procedures (SOP), guidance materials, policies and concept papers to support the development of new projects and strengthen programme quality.
• Supervise, mentor and provide guidance and training to reporting staff ensuring effective performance management, quality assurance and adherence to protection principles, IOM standards and internal procedures.
• Perform such other relevant duties as maybe assigned.

Qualifications

Education

• Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Law, Social Services, or related fields from an accredited academic institution with five years of relevant professional experience; or
• High school diploma with seven years of relevant experience.

Experience

• Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organisations;
• Experience in project implementation and case management, referrals and direct assistance modalities;
• Experience in supervising teams, providing technical guidance and monitoring performance;
• Experience in case management, direct assistance modalities and protection sensitive programming;
• Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups;
• Experience in labour mobility, socio-economic integration and employability programme; and,
• Previous experience in Southeast Türkiye is an advantage. The position will require travels to cities in Southeast Turkiye as well as other cities in Turkiye. The candidate should be willing to travel for duty.
