Job summary

Hepsiburada is seeking an experienced IT Procurement Leader to manage end-to-end IT sourcing, contracting and supplier performance within our Turkish operations. You will oversee budgets, policies, and cross-functional negotiations to maximize value and compliance.

The role requires strong negotiation, market insight, and stakeholder collaboration with Technology, Legal, Finance, and Compliance. Proficiency in SAP and MS Office is essential; English communication is important for global partners.

Qualifications

• Bachelor’s degree in university; MBA or equivalent master’s degree is a plus.
• Experience in IT procurement categories: software licensing, hardware, cloud services, licensing, maintenance, IT outsourcing.
• Experience in contract management and commercial negotiations, including SLAs, payment terms, penalties, liability, and termination.
• Experience in strategic sourcing, tender management, supplier selection and performance management.
• Strong negotiation and analytical skills with focus on cost optimization and commercial value.
• Strong stakeholder management with Technology, Legal, Finance, Compliance and business teams.
• Excellent presentation, reporting, organizational, problem-solving and communication skills.
• Proactive, resourceful and results-oriented with ability to manage multiple priorities.

Responsibilities

• Develop and monitor the IT department budget aligned with annual targets.
• Develop and improve procurement policies, procedures, processes and workflows.
• Manage end-to-end IT procurement processes: demand analysis, sourcing, tendering, negotiation, contracting and supplier management.
• Lead commercial negotiations for software, hardware, cloud services, licensing, maintenance/ support and IT outsourcing.
• Conduct market research, identify suppliers and manage RFQ/RFP, tender and supplier selection processes.
• Negotiate terms including pricing, payment terms, SLAs, penalties and termination conditions.
• Analyze pricing, licensing structures and TCO to identify cost-saving opportunities.
• Monitor contract renewals and track supplier performance and commitments.
• Work closely with Technology, Finance and business teams throughout the procurement process.
• Monitor procurement KPIs, savings and prepare management reports.
• Process purchase requisitions and orders within purchasing authority.
• Support continuous improvement and digitalization of procurement processes.

Our Requirements:

• Bachelor’s degree in university, MBA or an equivalent master’s degree is a plus,
• At least 8-9 years experience in procurement processes, strong experience in IT procurement.
• Experience in IT procurement categories, including software(software licensing models, subscription agreements, and support/maintenance renewals), hardware, cloud services, licensing, maintenance/support, and IT outsourcing.
• Experienced in contract management (Experience in contract management and commercial negotiations, including SLAs, payment terms, penalties, liability, and termination conditions.)
• Experience in strategic sourcing, tender management, supplier selection, and supplier performance management.
• Strong negotiation and analytical skills with a focus on cost optimization and commercial value.
• Strong stakeholder management skills and ability to work closely with Technology, Legal, Finance, Compliance, and business teams.
• Advanced knowledge of SAP and MS Office.
• Excellent presentation, reporting, organizational, problem-solving, and communication skills.
• Proactive, resourceful, and results-oriented, with the ability to manage multiple priorities.
• Strong team player.
• Good command of written and spoken English.
• Ability to manage different sub-categories within IT procurement.

Your Responsibilities:

• Develop and monitor the department budget in line with the Company’s annual financial targets.
• Develop and improve procurement policies, procedures, processes, and workflows.
• Manage end-to-end IT procurement processes, including demand analysis, sourcing, tendering, negotiation, contracting, and supplier management.
• Lead commercial negotiations for software, hardware, cloud services, licensing, maintenance/support, and IT outsourcing.
• Conduct market research, identify and evaluate suppliers, and manage RFQ/RFP, tender, and supplier selection processes.
• Negotiate commercial and contractual terms, including pricing, payment terms, SLAs, penalties, and termination conditions.
• Analyze pricing models, licensing structures, and total cost of ownership (TCO) to identify cost-saving and optimization opportunities.
• Manage contract renewals and monitor supplier performance, SLAs, and commercial commitments.

Work closely with Technology, Finance and business teams throughout the procurement process.

Monitor procurement KPIs, savings, and prepare relevant management reports.

Process purchase requisitions and orders within purchasing authority.

Support continuous improvement and digitalization of procurement and contract management processes.
