EBRD seeks an Associate Director, Head of Procurement and Implementation, to provide strategic leadership for procurement across a multi-regional portfolio in Türkiye, Istanbul. This fixed-term role focuses on governance, reform, and delivery of high-value projects within the Project Procurement division.

The role requires strong procurement expertise, stakeholder management, and the ability to drive best practices across regions, with collaboration across legal, risk, and finance functions.

Qualifications

• Strong understanding of procurement policies, governance frameworks and international best practices.
• Experience leading procurement operations in multi-project, multi-regional environments.
• Experience with MDB/IFI procurement environments and value-for-money principles.

Responsabilités

• Lead and manage procurement operations across multi-regional portfolio, ensuring policy compliance.
• Provide strategic procurement advice across the full project lifecycle from concept design through implementation.
• Establish governance, risk controls and performance metrics for procurement activities.
• Drive reform and change initiatives to improve efficiency, transparency and outcomes.
• Build and maintain relationships with senior stakeholders and clients across regions.
