The International Industrial Cooperation Program Management Unit is an integrated program structure that plans and manages, end-to-end, the processes of technology transfer and organizational structuring aimed at enabling the overseas production of aircraft within the scope of projects carried out with international partners.

The unit’s scope includes the preparation of project plans; management of project scope and milestones; monitoring of risks and actions; conducting regular reporting and executive-level presentations; ensuring technical and operational coordination between subcontractors and customer organizations; systematically transferring the required production know-how in a traceable and measurable manner; planning and executing training programs and evaluating competency development; establishing structural technologies, electronic systems, functional testing, and integration processes; planning and commissioning the Flight Test Center structure after production and integration phases and defining its operational procedures; setting up facilities and configuring the production infrastructure; and planning and executing all logistics, shipment, and delivery operations required for aircraft production and facility establishment.

The objectives include preparing production information packages related to electronic technologies within the scope of international industrial cooperation and technology transfer programs, coordinating transfer processes, supporting the establishment and sustainability of local production capabilities, and contributing to the management of relevant work packages in accordance with quality, standards, and program objectives by monitoring their technical, operational, and scheduling requirements.

• Establishing and managing local manufacturing capabilities,
• End-to-end experience in the production, validation, and quality processes of electronic systems,
• Working with international business partners and multinational teams,
• Preparing technical data packages, and participating in training and technology transfer processes,
• Taking an active role in commissioning production facility infrastructures and processes,
• Developing competencies in technical change management, project tracking, and operational planning,
• Participating in international field operations, workshops, and technical knowledge transfer organizations,
• Gaining experience in working with military and international quality standards.
• Bachelor’s degree in Electrical, Electronics, Communication, Mechatronics, Industrial Engineering, or equivalent engineering disciplines,
• Ability to contribute to the technical and operational coordination processes between BAYKAR and international stakeholders in technology transfer projects within the field of electronic technologies,
• Strong capability to track relevant technology transfer sub-tasks in accordance with the program schedule,
• Proficiency in tracking technical requirements management and its implementation,
• Knowledge of electronic manufacturing technologies,
• Excellent command of English (both written and verbal),
• Highly disciplined and solution-oriented with strong communication and project management skills,
• Ability to adapt to a fast-paced environment and flexible working hours,
• Willingness and availability to travel abroad for international assignments when required.
• Experienced in electronic manufacturing technologies and manufacturing management,
• Strong knowledge of or certified in IPC-A-610, IPC/WHMA-A-620, and IPC J-STD-001 standards,
• Knowledgeable in MIL-STD-461, MIL-STD-464, MIL-STD-810, MIL-STD-704, and MIL-DTL-D38999 standards,
• Possessing program and project management certifications (e.g., PMP®, PRINCE2®),
