Job summary

Excell Enterprise in Singapore is seeking a seasoned WSHO to implement and monitor safety programmes across construction sites. You will ensure compliance with the WSH Act, MOM/BCA regulations and client safety requirements.

You will conduct site inspections, review risk assessments, lead inductions and safety training while maintaining records and supporting regulatory inspections.

Qualifications

  • Degree or diploma in Workplace Safety & Health (WSH) or relevant qualification.
  • Registered WSHO with MOM.
  • Minimum 5 years of WSHO experience in construction.
  • Work-at-Height and Risk Management certificates.
  • Knowledge of Singapore WSH legislation and MOM/BCA requirements.
  • ISO 45001/14001/9001 and bizSAFE knowledge is a plus.

Responsibilities

  • Implement and monitor WSH policies, procedures and safety programmes.
  • Ensure compliance with the WSH Act, MOM/BCA regulations and client safety requirements.
  • Conduct site safety inspections, audits and walkthroughs to identify hazards.
  • Review and monitor RA, SWP, Safe Work Method Statements and PTW.
  • Ensure workers and subcontractors follow safe work practices.
  • Conduct safety inductions, toolbox talks and safety awareness programmes.
  • Investigate accidents, incidents and near misses and follow up on corrective actions.
  • Maintain WSH records, inspection reports and safety documentation.
  • Monitor safety performance and drive continuous improvement.
  • Support safety audits, regulatory inspections and emergency preparedness.
  • Liaise with MOM and authorities, clients, and site teams on WSH matters.
  • Provide WSH guidance to management and promote a positive safety culture.
  • Perform other safety-related duties as assigned.

Roles & Responsibilities
  • Implement and monitor the company’s WSH policies, procedures, management systems and safety programmes.
  • Ensure compliance with the WSH Act, MOM/BCA regulations, Codes of Practice and client safety requirements.
  • Conduct regular and ad-hoc site safety inspections, audits and walkthroughs to identify hazards and unsafe practices.
  • Review and monitor Risk Assessments (RA), Safe Work Procedures (SWP), Safe Work Method Statements and Permit-to-Work (PTW).
  • Ensure workers and subcontractors follow safe work practices and required safety procedures.
  • Conduct site safety inductions, toolbox meetings, safety briefings and safety awareness programmes.
  • Investigate accidents, incidents and near misses, identify root causes and follow up on corrective and preventive actions.
  • Maintain proper WSH records, inspection reports, training records, safety reports and statutory documentation.
  • Monitor safety performance and recommend appropriate measures for continuous improvement.
  • Support safety audits, regulatory inspections, Safety Committee meetings and emergency preparedness activities.
  • Liaise with MOM and other relevant authorities, as well as clients, consultants, project managers, subcontractors and site teams on WSH matters.
  • Provide WSH advice and guidance to management and site personnel and promote a positive safety culture.
  • Perform other safety-related duties as assigned by management.
Requirements
  • Degree / Diploma / Specialist Diploma in Workplace Safety & Health (WSH) or relevant qualification.
  • Registered WSHO with MOM.
  • Minimum 5 years of relevant WSHO experience in the construction industry.
  • Experience in R&R and A&A, Minoe construction projects will be an advantage.
  • Possess valid Work-at-Height and Risk Management certificates.
  • Good knowledge of Singapore WSH legislation, MOM/BCA requirements and construction safety practices.
  • Knowledge of ISO 45001, ISO 14001, ISO 9001 and bizSAFE will be an advantage.
  • Good communication and interpersonal skills, with the ability to work independently and as part of a team.
  • Proactive, meticulous and committed to maintaining high workplace safety standards.
