Qualifications

• Degree in IT/Computer or equivalent work experience in telecom, networking and IT.
• Knowledge in TCP/IP networking (including DNS/DHCP), SIP protocol, Linux knowledge and ISDN signalling.
• Able to use Linux Scripting, Python Programming, Pandas and Web-scraping.

Responsibilities

• Managing C4 resource planning and new connection to overseas partners.
• Support internal and external audit preparations and exercises for the system.
• Manage and implement system and security patches, as well as system updates.
• Address and resolve customer escalations effectively.
• Support SPF to prepare for special events, including drawer plan for emergency situations.
• Support SPF and IMDA blocking of calling number related spam or scam calls.
• Managing IMDA directive related to scam prevention and testing.

The Manager, Interconnect & Fixed Voice Operations is responsible for overseeing the day-to-day operations, maintenance, and performance of Singtel’s local fixed voice interconnect systems. This role ensures seamless connectivity between Singtel and local and international operators, while maintaining high service availability, operational efficiency, and regulatory compliance.

The incumbent will lead operational activities including system administration, fault management, service provisioning, and number portability operations. The role also drives cybersecurity compliance through system patching, vulnerability management, and audit readiness.

In addition, the role requires close collaboration with internal stakeholders, external operators, and vendors to resolve service issues, implement system enhancements, and support regulatory directives such as scam call mitigation in partnership with IMDA and SPF.

Operations & Service Management

• Oversee daily BAU operations of local fixed voice and interconnect systems to ensure high availability and performance
• Ensure timely service provisioning, system monitoring, and execution of number migration/porting activities
• Manage interconnect junctions and signalling links between Singtel and local/overseas operators (FBO/SBO/OLO)
  
  

Incident & Fault Management

• Lead troubleshooting and root cause analysis of service issues, including call failures, signalling faults, and number portability issues
• Manage and resolve escalations from TAC, INOC, ISMC, 1608, and external partners
• Ensure timely handling of critical and urgent incidents, including after-office-hours escalations (e.g. VIP/VVIP cases)
  
  

Stakeholder & Vendor Management

• Act as the key point of contact for interconnect-related matters with external operators and partners
• Liaise with internal stakeholders (Work Order, Product, Account teams) to ensure accurate order capture and timely provisioning
• Engage vendors for issue escalation, including hardware replacement, software fixes, patching, and system upgrades
  
  

System Administration & Lifecycle Management

• Manage system configuration, software upgrades, patching, and performance optimization
• Oversee equipment lifecycle management, including refresh planning and execution
• Review and govern Method of Procedure (MOP) for system changes and upgrades
  
  

Security, Compliance & Audit

• Ensure systems meet cybersecurity standards through regular patching, vulnerability scanning, and mitigation
• Support internal and external audit exercises and ensure proper documentation and controls
• Manage IMDA directives related to scam prevention, including testing and implementation
  
  

Regulatory & Special Operations Support

• Work with IAR, IMDA, and SPF to support scam call blocking initiatives and regulatory requirements
• Support special events and emergency preparedness activities (e.g. SPF contingency planning)
  
  

Resource & Capacity Management

• Manage C4 resource planning, including onboarding of new interconnect partners and capacity expansion
  
  

Skills For Success

• Degree in IT/Computer or equivalent work experience in telecom, networking and IT
• Strong knowledge of telecom networking, including TCP/IP, DNS, DHCP
• Experience with legacy signaling protocols (SS7/ISDN) and SIP-based voice systems Linux knowledge
• Understanding of interconnect architecture, number portability, and call routing
• Good to have CCNA , CCNP or equivalent certification
