Job summary

China Harbour (Singapore) Engineering Company Pte Ltd is recruiting a Senior Civil/Utility Coordination Engineer for LTA Civil Infrastructure projects in Tuas, Singapore. You will plan and manage utility diversions, protect existing services and secure all necessary permits.

You will coordinate with PUB, SP Group and telecoms, review drawings, and lead a multidisciplinary team to ensure safety, schedule and quality on-site. Experience with LTA road or viaduct projects is mandatory.

Qualifications

• Bachelor's degree in Civil Engineering or a related field.
• Minimum 5 years of experience in road construction or civil infrastructure, with utility coordination.
• Experience obtaining utility clearances and permits in Singapore.
• Strong understanding of underground utilities, excavation works and diversion procedures.
• Ability to interpret engineering drawings, utility layouts and project specifications.
• Excellent communication, coordination and problem-solving skills; able to work independently and in teams.
• Experience in LTA road, viaduct or similar civil infrastructure projects is mandatory.

Responsibilities

• Plan, coordinate and oversee utility diversion, protection, relocation and reinstatement works.
• Coordinate with PUB, SP Group, telecom providers and authorities for approvals and clearances.
• Manage utility clearance applications and permits (POWS, IPNO, NCE, etc.).
• Review utility drawings, service records and project specs for clashes/constraints.
• Liaise with consultants, subcontractors and project teams on utility issues.
• Coordinate excavation, trial trenches and protection works to minimise damage risk.
• Supervise subcontractors; ensure compliance with drawings, schedules, quality and safety.
• Review and coordinate diversion drawings, method statements and submissions.
• Conduct site inspections and monitor progress to meet deadlines.
• Identify utility risks and implement mitigation measures.
• Maintain records of clearances, inspections and progress.
• Attend coordination meetings with authorities and teams; provide progress updates.
• Ensure compliance with statutory requirements, LTA specs and safety regulations.

Project: LTA Civil Infrastructure – Road Viaduct Construction

Work Location: Tuas, Singapore

Job Responsibilities

• Plan, coordinate and oversee utility diversion, protection, relocation and reinstatement works for civil infrastructure projects.
• Coordinate with relevant utility agencies, including PUB, SP Group, telecommunications providers and other authorities, to obtain necessary approvals and clearances.
• Manage utility clearance applications and permits, including POWS, IPNO, NCE and other relevant submissions.
• Review utility drawings, existing service records and project specifications to identify potential clashes and construction constraints.
• Liaise with consultants, subcontractors and project teams to resolve utility‑related technical issues.
• Coordinate excavation activities, trial trenches, utility detection and protection works to minimise risks of damage to existing underground services.
• Supervise subcontractors and monitor utility works to ensure compliance with approved drawings, project schedules, quality standards and safety requirements.
• Review and coordinate utility diversion drawings, method statements, technical submissions and relevant engineering documentation.
• Conduct site inspections and monitor progress to ensure timely completion of utility‑related activities.
• Identify potential utility risks and implement appropriate mitigation measures.
• Maintain accurate records of utility clearances, approvals, site inspections and diversion progress.
• Attend coordination meetings with authorities, consultants and project teams, providing regular progress updates.
• Ensure compliance with relevant statutory requirements, LTA specifications and workplace safety regulations.
• Perform other project‑related duties as assigned.

Job Requirements

• Bachelor's Degree in Civil Engineering or a related engineering discipline.
• Minimum 5 years of relevant experience in road construction or civil infrastructure projects, particularly in utility coordination, protection and diversion works.
• Experience coordinating with relevant utility agencies and obtaining utility clearances and permits in Singapore.
• Good understanding of underground utilities, excavation works, utility diversion procedures and safe work practices.
• Ability to interpret engineering drawings, utility layouts and project specifications.
• Strong communication, coordination and problem‑solving skills.
