Job summary

Smitech Engineering Pte Ltd in Singapore is seeking a Tender Manager to review documents, assess risks, and coordinate costings for complex bids.

You will lead vendor and subcontractor RFQs, manage technical proposals, and plan manpower, ensuring on-time submissions with compliant tender packs.

The ideal candidate has 3–5 years in FM/M&E tendering, CERT Tier 2/3, strong Excel modeling, and stakeholder negotiation skills to drive winning outcomes.

Qualifications

• Bachelor’s degree required in a relevant field.
• 3–5 years hands-on tender preparation and commercial management in FM/M&E.
• GeBIZ/public sector contract experience is advantageous.

Responsibilities

• Review tender documents, specs, Bills of Quantities, drawings and contract conditions.
• Identify commercial, operational and financial risks including LDs, 24/7 commitments, warranties, KPIs and penalties.
• Formulate precise tender pricing structures covering manpower, materials, subs, equipment, overheads and contingency.
• Issue RFQs to vendors/subcontractors and evaluate proposals, negotiate pricing and ensure compliance with tender specs.
• Coordinate manpower planning (FMEs, engineers, technicians, admin, standby teams) and write technical proposals.
• Manage clarifications, addenda and ensure on-time, complete submissions with required declarations and forms.
