Your resume and cover letter, tailored to exactly what they’re hiring for.
Public Service Division (Singapore) is seeking a Manager/Senior Manager to anchor the Competency-Driven Growth (CDG) narrative across PSD. You will connect policies, programmes and tools to tell a coherent story that resonates with officers and supports their growth and development.
You will work with PSD Communications and clusters to shape and implement this narrative, translating complex concepts into clear, actionable messages and ensuring CDG remains a coherent, officer-centric journey.
The Competency-Driven Growth Office (CDGO) in the Public Service Division drives the Public Service’s shift towards Competency-Driven Growth (CDG), where officers’ growth and development are anchored on competencies — the skills, knowledge and behaviours needed to perform and grow in their roles.
The Competency-Driven Growth Office (CDGO) in the Public Service Division drives the Public Service’s shift towards Competency-Driven Growth (CDG), where officers’ growth and development are anchored on competencies — the skills, knowledge and behaviours needed to perform and grow in their roles.
As Manager / Senior Manager in CDGO, you will anchor how the CDG story comes together and is experienced by officers across the Public Service. CDG comprises different policies, programmes, tools and initiatives that support officers in their growth and development. A key part of this role is to connect these different efforts into a coherent narrative, so that officers understand not just individual initiatives, but how they fit together and what CDG means for their own growth and careers. You will work closely with the PSD Communications team and Clusters within PSD to shape and implement this narrative and find practical and engaging ways to bring CDG to life for officers.
1. Steward the CDG narrative
Develop and maintain a clear and coherent narrative for CDG, connecting the various policies, programmes, tools and initiatives that contribute to officers’ growth and development.
Work across PSD teams to identify the common threads across different initiatives and translate them into a story that makes sense from an officer’s perspective.
Help teams position individual initiatives within the broader CDG narrative, so that communications reinforce rather than fragment the overall employee experience.
Translate complex or policy-heavy concepts into simple, relatable messages that help officers understand what CDG means for them and how they can take charge of their career development.
Maintain coherence in the CDG narrative as policies and programmes evolve.
Develop and implement the CDG communications approaches that make CDG tangible, relevant and useful to officers.
Identify the moments, channels and formats through which officers can encounter and understand CDG, moving beyond awareness towards helping officers take meaningful action for their own growth.
Develop practical resources, content and experiences that show officers how competencies connect to everyday aspects of their careers — such as understanding their strengths and gaps, having regular career conversations, identifying development opportunities and taking actions to grow.
Surface stories, examples and practices that demonstrate what competency-driven growth looks like in practice.
Test and refine communications based on how officers understand and respond to them.
Maintain an overview of major CDG-related initiatives and communications across relevant PSD teams.
Identify opportunities to sequence, connect or consolidate communications so that officers experience CDG as a coherent journey rather than a series of separate programmes.
Work with initiative owners to sharpen the officer-facing proposition of their work and ensure alignment with the broader CDG narrative.
Support key CDGO communications and milestones, including presentations, campaigns, resource packs and other officer-facing materials.
Bring an officer-centric perspective to CDGO’s work, continually asking how policies, programmes and communications come together from an officer’s point of view.
Identify gaps or disconnects in the way officers encounter CDG and work with relevant teams to improve the experience.
Explore new ways of making CDG easier to understand and act on, including through better content, communications, design and digital approaches.
Work across organisational boundaries to build greater coherence between policy intent, programme implementation and officers’ lived experience of CDG.
We are looking for someone who is a strong storyteller and systems thinker — someone that can see the connections across multiple initiatives and turn them into a simple, compelling narrative. You should be comfortable working in an environment where the story is still evolving. You will need to understand the substance behind different policies and programmes, identify what matters to officers, and work with communications professionals and policy teams to translate this into something meaningful and actionable.
