Strategy & Transformation Project Manager SGX Group - Operations & Technology Unit

About Operations & Technology Unit: The Operations & Technology Unit is the backbone of SGX Group’s market infrastructure, responsible for ensuring seamless, secure, and efficient operations across all trading platforms and systems. The unit drives technological innovation, operational excellence, and strategic transformation initiatives that enhance our market infrastructure capabilities and maintain our competitive edge in the global financial markets.

Position Overview

SGX Group is seeking a Technology Transformation Project Manager to lead a portfolio of initiatives that improve how technology and operations teams deliver, run, and continuously enhance critical services. The role focuses on structured execution, operational readiness, stakeholder alignment, and measurable outcomes across platform improvements, process and governance enhancements, automation, information practices, and service reliability. The successful candidate will manage initiatives end to end and partner closely with engineering, operations, architecture, security, risk, and external vendors. This role suits someone who can influence stakeholders, manage delivery risk and dependencies, and drive adoption in a regulated, high‑availability, and time‑sensitive environment.

Key Responsibilities
  1. Project and Portfolio Delivery
    • Lead delivery plans, milestones, scope, and outcomes for tooling initiatives
    • Run project governance including updates, decision tracking, and action follow‑ups
    • Manage scope, dependencies, risks, and issues across multiple teams and workstreams
    • Coordinate releases and changes to minimize disruption to business‑critical services
    • Track delivery progress and budget position, and manage changes in priorities when needed
  2. Requirements and Outcome Definition
    • Work with stakeholders to define problems, goals, and measurable outcomes
    • Translate operational pain points into clear requirements and a delivery plan that teams can execute
    • Align stakeholders on priorities, trade‑offs, and what success looks like
    • Keep delivery focused by controlling scope and preventing uncontrolled expansion
  3. Operation Readiness and Service Improvement
    • Ensure changes are supported with clear operational handover, support processes, and ownership
    • Partner with vendors or operational teams to strengthen runbooks, support steps, and day‑to‑day readiness
    • Drive improvements to reduce recurring incidents and improve recovery time (MTTR) through better instrumentation, runbooks, and operational practices
    • Coordinate testing, implementation planning, and rollback planning for production readiness
  4. Adoption and Change Management
    • Plan user rollouts and onboarding so teams can adopt tools or processes with minimal friction
    • Drive communications, training materials, and support readiness with relevant teams
    • Ensure changes are documented, and ensure ownership is clear after go‑live
    • Collect feedback and drive continuous improvement after release
  5. Stakeholder and Vendor Management
    • Align stakeholders on priorities, trade‑offs, and delivery decisions
    • Manage vendors and implementation partners to meet quality, timeline, and documentation needs
    • Support procurement inputs, statements of work, and acceptance criteria
    • Ensure handovers are clear and support teams are prepared
  6. Risk, Security and Compliance
    • Work with security and risk teams to ensure deliverables meet control requirements
    • Maintain risk and issue logs, and drive timely mitigation actions
    • Ensure testing, access controls, audit readiness, and operational handover are completed
    • Support continuity planning for critical tooling that affects service operations
  7. Reporting and Performance Tracking
    • Define and track delivery measures such as milestones, adoption, and operational impact
    • Provide clear and regular updates to senior management and technology leadership
    • Identify bottlenecks and coordinate actions to unblock delivery
Required Qualifications
  • Bachelor’s degree in Engineering, Computer Science, Information Systems, Business, or a related field; or equivalent practical experience
  • 4–8 years of experience delivering complex technology initiatives (platform, cloud, automation, operational tooling), ideally in regulated or high‑availability environments
  • Experience in financial services technology, market infrastructure, trading systems, or mission‑critical operations
  • Proven track record managing multiple workstreams, cross‑functional stakeholders, and dependencies across technology and operations
Skills & Competencies
  • Strong project/program management fundamentals: scope, schedule, budget, RAID, dependency management, and governance
  • Excellent stakeholder management and communication skills, able to translate between business, operations, and engineering audiences
  • Strong problem‑solving and decision‑making skills, with a pragmatic approach to removing blockers and managing escalations
  • Ability to influence without direct authority and drive change across multiple teams through facilitation and negotiation
  • Comfort working in time‑sensitive environments with strong attention to detail, operational rigor, and a resilience mindset
  • Familiarity with Agile delivery and DevOps practices (e.g., iterative delivery, CI/CD, release/change management) and common tooling (e.g., Jira/Confluence or equivalent)
  • Experience delivering large‑scale technology change such as platform modernization, cloud migration/adoption, or operating model/process transformation
  • Experience driving automation, process improvement, or service reliability initiatives (e.g., incident/problem reduction, observability improvements, SRE‑aligned practices)
  • Strong documentation and knowledge‑management discipline (runbooks, SOPs, change records) with an audit and controls mindset
  • Vendor/partner management experience, including SOW inputs, delivery governance, quality assurance, and acceptance criteria
  • Data literacy to define and track KPIs/OKRs, build simple dashboards, and use insights to support prioritisation and decision‑making
  • Relevant certifications are an advantage (e.g., PMP/PRINCE2, Agile/Scrum, ITIL, cloud fundamentals)
