Job summary

ADVANCED SUBSTRATE TECHNOLOGIES PTE. LTD. seeks a technical authority for Electrical and ELV systems to guide design, construction, commissioning and handover of advanced manufacturing facilities.

You will lead power distribution, ensure compliance with Singapore regulations, review design deliverables, and coordinate with EPCs and internal teams to deliver safe, reliable, and maintainable infrastructure.

Qualifications

• Degree in Electrical Engineering or a related discipline.
• 10+ years in semiconductor, advanced manufacturing, or high-tech facility projects.
• Experience across design, construction, commissioning, and handover phases.
• PE (Electrical) registration or Licensed Electrical Worker certification is an advantage.

Responsibilities

• Define and maintain Owner's Project Requirements (OPR), Basis of Design, and discipline standards for electrical and ELV systems.
• Review and approve design deliverables, RFIs, and design change proposals.
• Provide technical expertise in power distribution, power quality, emergency power systems, facility monitoring, security, and communications infrastructure.
• Assess technical, cost, schedule, operational, and maintainability impacts of proposed solutions.
• Review power system studies, protection coordination, and control system architectures.
• Participate in value engineering, risk assessments, and design reviews to optimize project outcomes.
• Serve as the primary technical interface with EPC contractors, consultants, and suppliers.
• Collaborate with Production, Process Engineering, Facilities, and EHS teams to align project requirements.
• Resolve technical issues, manage design interfaces, and support timely project decisions.
• Support technical evaluations and procurement of major electrical and ELV systems.
• Ensure compliance with applicable regulations, standards, and authority requirements.
• Provide technical support during construction, commissioning, qualification, and facility handover.
• Support the transition from project execution into facility operations.

Job description

Act as the technical authority for Electrical and Extra-Low Voltage (ELV) systems, representing AST's interests throughout design, construction, commissioning, and handover. Ensure systems are delivered safely, reliably, and in compliance with business, operational, and regulatory requirements.

Key Responsibilities

Technical Leadership

• Define and maintain Owner's Project Requirements (OPR), Basis of Design, and discipline standards for electrical and ELV systems.

• Provide technical expertise in power distribution, power quality, emergency power systems, facility monitoring, security, and communications infrastructure.

Stakeholder & Project Management

  Requirements

  Education & Experience

  • Degree in Electrical Engineering or a related discipline.
  • Minimum 10 years of experience in semiconductor, advanced manufacturing, industrial, data centre, or other high-tech facility projects.
  • Experience across design, construction, commissioning, and operational handover phases.
  • Professional Engineer (Electrical) registration or Licensed Electrical Worker certification is an advantage.

  Technical Competencies

  • Strong knowledge of high-voltage and low-voltage electrical systems, power quality, protection coordination, and critical power infrastructure.
  • Experience with Facility Monitoring and Control Systems (FMCS), Supervisory Control and Data Acquisition (SCADA), fire alarm, security, communications, and ELV systems.
  • Familiarity with EPC project delivery, design management, and change management processes.
  • Knowledge of Singapore electrical regulations, standards, and utility connection requirements.
  • Experience with Building Information Modelling (BIM) tools such as Revit and Navisworks is advantageous.
