Job summary

Ming Deng Metrology Services Pte Ltd, Singapore, seeks a Technical Operations Manager to lead the Technical Department. You will oversee planning, budgeting, and execution of calibration services and repairs, ensuring high quality, timely delivery and adherence to accreditation standards.

You will manage day-to-day operations, coordinate with Sales and Quality, and stay hands-on with calibration activities. Strong leadership, English fluency, and experience in metrology are essential.

Qualifications

  • Diploma in Engineering or equivalent.
  • 5–8 years’ experience in similar capacity in metrology services.
  • Demonstrate understanding of ISO/IEC 17025 accreditation standards.
  • Demonstrate thorough understanding of metrology terms/services.
  • Leadership skills with ability to motivate teams of 3–5 people.
  • Excellent written and spoken English.
  • Strong resource planning for manpower and tools.

Responsibilities

  • Lead the Technical Department and delegate work to ensure operational efficiency in calibration services and repairs in-lab and at clients’ sites.
  • Prepare, propose, and monitor annual department budget including hiring, training, and equipment needs.
  • Resolve complex calibration issues and continuously improve technical knowledge across mechanical, dimensional, electrical, and temperature disciplines.
  • Manage day-to-day operations, ensuring manpower and resources meet client deadlines.
  • Collaborate with Sales and Quality to align client needs with technical capabilities and timelines.
  • Hands-on calibration and repair work to fulfil client orders while maintaining accreditation standards.
  • Review team outputs for accuracy, traceability, and compliance with ISO/IEC 17025; act as approved signatory for reports.
  • Plan workplace layout to comply with health and safety regulations and improve efficiency.
  • Identify and validate new calibration methods and tools, liaising with suppliers when needed.

Job description

1. Technical Operations Management

Overall planning and accountability for the operations of the Technical Department of Singapore’s office. S/he is expected to:

  • Lead the team and ensure delegation of work to right people to ensure operational efficiency in performing the calibration services or repairs in both the laboratory and Clients’ site.
  • Prepare, propose, execute, monitor and report the annual budgeting for the department including hiring of employees, training expenses, assigning overtime, repair / replacement of equipment / tools necessary for the carrying out of project scope.
  • Understand and resolve complex calibration services or issues that may be escalated by his or her team member or as agreed during the project scope with Clients. S/he should always improve her / her technical knowledge and understanding of these calibration methods for a broad range of disciplines including, but not limited to Mechanical, Dimensional, Electrical and Temperature.
  • Manage the day-to-day operations matters by ensuring adequate manpower / resources to complete the daily work and meeting Clients’ deadlines.
  • S/he will also be expected to liaise closely with Sales and other relevant departments to understand the Clients’ needs and deadlines, and provide support for technical issues via customer correspondence where necessary.
  • S/he is also expected to be hands-on to in the calibration services / repairs required to ensure fulfilment of Clients’ orders in a timely manner and according to accreditation standards.
  • Review all calibration department’s team members’ work to ensure results are accurate, traceable and verifiable and conforming to ISO/IEC 17025 standards.
  • As the approved signatory, s/he will be held accountable for the results on the Reports to be issued to Client. S/he must ensure the reports are complete with accurate data recorded, calculated uncertainty and the results correct and traceable.
  • Plan and review the physical layout of the working environment to ensure the working environment complies with the Healthy and Safety regulations for workspace.
  • Review the departments’ operational procedures to ensure its continuous business compliance and to propose, secure approval and implement improvements to the operational procedures, including the calibration methods, reports generating methods and filing of these relevant business documents.
  • Lead in efforts in identifying and validating new calibration methods and the relevant tools / equipment with the objectives to improve Quality, reduce operational costs while adhering to Accreditation or Quality Standards. In view of this, s/he will represent the Company to liaise with suppliers on the calibration tools / equipment and make proposals to the Management for the purchases where necessary or required.
  • Work closely with the Sales and Quality Departments to drive continuous improvements to the existing work procedures or tools to improve operational cost and efficiency to meet Clients’ needs.
  • Responsible for ensuring department understands the Accreditation Standards and monitors work of team members to ensure Accreditation Standards are upheld.
  • Participates in the Annual Management Review Meeting according to Accreditation standards
2. Team Management
  • Responsible for the planning of manpower on-site, in the laboratory with the aim of having optimal number of right people on the job to complete / deliver the services to Client. This includes the review of annual leave plans and to make adjustment / reject where necessary to ensure committed deadlines are always adhered to.
  • Build and foster team-bonding through understanding of team members’ strengths and weaknesses and to encourage / motivate improvements from team members through weekly team meetings and other company activities. S/he is expected to counsel and manage under-performers.
  • Ensure team members understands and adheres to the Company’s policy, regulations and workflows for the calibration / repair services. S/he is expected to implement on-the-job training / corrective actions to guide team members who are non-conforming and to elevate such matters immediately for the attention of the Management.
Requirements
  • Diploma in Engineering or equivalent.
  • 5 to 8 years’ experience in similar capacity in the metrology services industry.
  • Demonstrate understanding of ISO/IEC 17025 accreditation standards.
  • Demonstrate thorough understanding of metrology terms / services or the Industry.
  • Leadership skills - Demonstrate capability of leading teams and able to motivate under-performing team members. Prior experience leading a team of at least 3 to 5 people.
  • Effective Communication Skills – display good presentation skills and proficient in relating to clients.
  • Proficient in written and spoken English.
  • Demonstrates capability / efficiency of planning resources (including manpower,
    tools and others) to meet multiple deadlines.
  • Familiar with MS Office Suite – MS Word, Excel, PowerPoint and other systems.
  • Self-motivated and display drive for seeking excellence and continuously improve.
  • High degree of integrity.
  • Is willing to share his / her technical knowledge to the team members.
  • Demonstrates the urgency / need to meet deadlines
