Marquess Services is assisting a leading regional bank in Singapore to recruit a Technical Delivery Manager for a technology team focused on process automation and compliance systems. You will oversee technical delivery from planning to go-live and post-implementation support, ensuring milestones are met and dependencies managed.

The role requires extensive IT delivery leadership, SDLC experience, and strong communication with both technical and non-technical stakeholders.

Qualifications

• Bachelor's Degree in Computer Science or a related field.
• 10+ years' relevant experience, preferably in a Financial Institution.
• At least 5 years of leadership experience managing IT delivery teams.
• Experience in systems development, with functional/technical specs and testing experience (≥6 years).
• Strong understanding of the software development lifecycle and clear communication with technical/non-technical stakeholders.
• Proven ability to document and present technical information; strong MS Office skills.
• Exposure to KYC/AML or risk management systems is a plus.

About the role

Our client, a leading regional bank, is hiring a Technical Delivery Manager for a technology team delivering process automation and compliance systems. You'll run technical delivery from pre-project planning through go-live and post-implementation support.

Key Responsibilities

• Manage and plan key milestones and activities of technical project delivery from pre-project till post go-live support (e.g., technical delivery plan/approach, cost estimation, resource plan, etc.).
• Plan technical deliverables (including any system enhancements and upgrades) to meet project's requirements within allocated budget and schedule.
• Plan & collaborate across different application teams to manage technical dependencies of the solution.
• Plan, monitor and manage risks/issues related to technical delivery.
• Provide status updates related to technical delivery.
• Partner with project stakeholders including Project Manager, Functional Business Analyst and System Analyst to collate, understand and finalize functional and technical requirements.
• Partner with Lead Technical Delivery Manager, Domain Architect and Development Leads to ensure solution design complies with enterprise design principles, security and control standards.
• Partner with Development Managers in managing application teams to build the enhancements.
• Partner with Test Manager to ensure completion of SIT, UAT, performance/load testing and application security testing with quality results.
• Manage technical implementation plan across application teams - coordinate technical implementation activities to ensure non-event production cutover and adequate post-implementation support.
• Develop and maintain documentation adhering to organizational templates, policies and standards - e.g., Functional Specifications, Design Specifications, SIT Scripts, etc.
• Escalate issues that impact project schedule on a timely basis and propose workarounds/resolutions.
• Facilitate communication between stakeholders when necessary.

Required Skills & Experience

• Bachelor's Degree in Computer Science or a related field (a related professional/technical qualification is advantageous but not mandatory).
• At least 10 years' relevant experience, preferably in a Financial Institution.
• At least 5 years of leadership experience managing IT delivery teams.
• Proven result-oriented person with a focus on delivery.
• Experience in actual systems development work, with prior functional specifications and technical specifications and systems development and testing experience (in aggregate no less than 6 years).
• Good understanding and experience in the software development cycle.
• Highly effective communicating with technical stakeholders; proficient communicating with non-technical stakeholders.
• Good problem solving, analytical, synthesis, system thinking and solutioning skills.
• Team player and result oriented.
• Advanced MS Office knowledge - PowerPoint for presentations, Word for documentation, Excel for data analysis/computing.
• Strong documentation writing skills and presentation ability.
• Know-how in new system development or project implementation environments.
• Good to have: exposure to KYC/AML systems, regulatory compliance platforms, or risk management/workflow automation.
