Qualifications

• Bachelor’s or Master’s degree in civil/structural engineering (from a recognized institution).
• Minimum 5 years of practical experience directly managing precast concrete works (Singapore or overseas).
• Track record of leading precast projects and implementations.
• Knowledge of statutory requirements and compliance in structural projects.
• Familiarity with industry rules, standards, and performance expectations.
• Good interpersonal communication and collaboration skills.
• Proficiency in Microsoft Office applications.

Responsibilities

• Oversee execution and performance of building works, retaining technical authority over all precast concrete manufacturing, logistics, and site installation.
• Supervise precast structural operations, including positioning, erection, alignment, and propping of precast components.
• Engineering control of connections, managing grouting, cast-in-situ joints, welding, and rebar continuity.
• Evaluate and approve technical submittals such as precast shop drawings, crane loading plans, heavy rigging procedures, and stability calculations.
• Oversee quality control across fabrication yards and installation sites, ensuring tolerances and testing meet standards.
• Lead structural troubleshooting on site to resolve discrepancies in precast assemblies.
• Coordinate with QPs, REs, and site management on precast technical matters.
• Any other ad-hoc duties as assigned

We are seeking a specialized Civil / Structural Engineer to serve as Technical Controller, leading all technical, structural, and site operations for precast concrete projects. The successful candidate will drive engineering strategy, supervise precast element fabrication and installation, and take responsibility for overall structural execution on site.

Key Responsibilities

• Oversee execution and performance of building works, retaining technical authority over all precast concrete manufacturing, logistics, and site installation.
• Supervise specialized precast structural operations, including the positioning, erection, alignment, and propping of precast columns, beams, slabs, wall panels, and volumetric components.
• Engineering control of structural connection details, managing high-strength grouting,cast-in-situ concrete joints, structural welding, and rebar continuity.
• Evaluate and approve technical submittals, including precast structural shop drawings, crane loading capacity plans, heavy rigging procedures, and temporary stability calculations.
• Oversee quality control processes across fabrication yards and installation sites, ensuring structural tolerances, concrete strength testing, and non-destructivetesting meet engineering standards.
• Lead structural troubleshooting on site to resolve dimensional discrepancies, loading variations, or connection defects in precast assemblies.
• Direct project engineering teams and liaise with Qualified Persons (QPs), Resident Engineers (REs), and site management on all precast technical matters.
• Any other ad-hoc duties as assigned

Job Requirements

• Bachelor’s or Master’s degree in civil engineering or Structural Engineering (from an institution recognized by PEB Singapore or accepted for RE registration).
• Min. 5 years of practical experience directly managing and executing precast concrete works (whether in Singapore or overseas)
• Track record to show previous projects that took charge.
• Knowledge of relevant Statutory requirements and compliance.
• Familiarity with rules, regulations, best practices and performance standards.
• Good interpersonal skills
