Job summary

Singapore Tourism Board is seeking a dynamic Talent Management & Learning & Development professional to strengthen our talent pipeline and build organisational capability across two portfolios. You will own scholarship and internship programmes and serve as Learning Partner to three Business Groups, shaping roadmaps and overseeing education awards.

You are a people-person with strong stakeholder management, analytical and project-management skills, and a passion for people development.

Qualifications

• A 'People-Person' who loves to engage with others, preferably with relevant work experience.
• Good understanding of employment laws and public service staff guidelines would be advantageous.
• Strong analytical skills and able to multi-task in a fast-paced and dynamic environment.
• Strong communications skills, including good written skills.
• Strong team player who collaborates effectively across teams to achieve shared outcomes.
• Strong stakeholder management skills; able to build trust and credibility with key stakeholders, understand capability development needs, and recommend appropriate learning solutions.
• Strong project management and organisational skills, with the ability to manage multiple initiatives and stakeholders concurrently.
• An enthusiastic and driven self-starter, and able to think innovatively to improve current states.
• Passionate about people development, with a keen interest in emerging trends and best practices in learning and early talent attraction.
• Showing good business acumen, analytical thinking and judgement.
• Working effectively within STB to achieve results.

Responsibilities

• Take ownership of STB's scholarship and internship programmes — from outreach and selection through onboarding, engagement, and long-term relationship management.
• Cultivate partnerships with educational institutions to strengthen STB's talent pipeline and reinforce its reputation as an employer of choice.
• Streamline processes, harness technology and AI, and apply data-driven insights to enhance programme effectiveness, governance, and stakeholder experience.
• Serve as Learning Partner to three Business Groups, developing learning roadmaps, curating targeted interventions, and overseeing training administration.
• Oversee the end-to-end process of the Education Awards for Professional and Leadership Development.
